OPEN RECORDS SUMMARY :
At 1:21 a.m. on June 5, deputies responded to an open 911 call from a home on Busenburg Road. Inside, 68‑year‑old Lauretta Beltz‑Frazee—Ray’s co-resident—reported he had injured her. Deputies entered, but Ray opened fire and deployed an unknown chemical agent, forcing officers back and prompting a four‑hour armed standoff. Tactical units from multiple agencies—including SWAT, KCSO, Mount Vernon PD, Fredericktown PD, Highway Patrol, and aviation support—sealed the scene. At about 5:30 a.m., officers entered and discovered both Ray and Beltz‑Frazee dead from gunshot wounds. The Ohio Bureau of Criminal Investigation is leading the investigation. Two other occupants were safely evacuated.
