OPEN RECORDS SUMMARY :

On the night of June 18, 2025, around 11:10 p.m., a Washington State Patrol trooper spotted a silver 2012 Mini Cooper speeding—79 mph in a 60 mph zone on southbound I‑5. The trooper initiated a pursuit, which was briefly dropped. About 15 minutes later, a Snohomish County deputy located the same vehicle crossing 100 mph and chased it as it exited the freeway. The driver sped toward Edmonds Ferry Dock, crashed through safety barriers, and plunged his car 40 feet into Puget Sound. Five people were inside the Mini Cooper. Emergency responders rescued three, including the driver, who were taken to Harborview Medical Center with serious injuries. Two passengers, Melanie E. Ross (48) and Portsha C. Sapp (45), were found deceased inside the submerged vehicle. Sapp had been a mother of seven. The vehicle was recovered from the water at approximately 3:30 a.m. on June 19. The Washington State Patrol is leading the investigation.
