Event : Driver killed by police chase crash after attempted stop for speeding

OPEN RECORDS SUMMARY :

On 08/27/2023, shortly after noon, a 22-year-old Lake Elsinore man was riding a yellow motorcycle southbound on Interstate 15 near State Route 76 when a California Highway Patrol officer attempted to stop him for speeding. The specific initiating reason for the attempted stop was therefore speeding.
.
The motorcyclist continued driving away while CHP pursued. The pursuit traveled into Valley Center and then west toward Escondido by way of the Valley Center grade. CHP notified the Escondido Police Department and requested assistance.
.
After the pursuit entered Escondido, CHP officers lost sight of the motorcycle near Valley Parkway and Ash Street and discontinued the pursuit.
.
A short time later, an Escondido Police Department officer spotted the motorcycle traveling east on Washington Avenue near Ash Street. According to EPD, when the rider saw the officer, he accelerated rapidly eastbound on Washington Avenue.
.
Before the Escondido officer was able to get behind the motorcycle, the rider entered the intersection of East Washington Avenue and Harding Street against a red traffic signal and collided with the front bumper of a vehicle traveling north on Harding with a green light.
.
The collision threw the motorcyclist from the motorcycle. He then struck the front of a second vehicle traveling westbound. Officers provided lifesaving aid until Escondido Fire Department paramedics arrived, but the motorcyclist was pronounced dead at the scene.
.
The two other vehicles were driven by Escondido residents. One driver was transported to a hospital after reporting pain, while the other was not injured. The Escondido Police Department Traffic Unit investigated the fatal collision.
.
The chronology establishes two distinct law-enforcement phases immediately preceding the fatal crash: CHP initiated the pursuit after attempting to stop the motorcycle for speeding, lost sight of it and discontinued the chase; shortly afterward an assisting Escondido police officer encountered the motorcycle again, and the rider accelerated before crashing at Washington Avenue and Harding Street.
.
OFFICER BACKGROUND:
The California Highway Patrol officer who initiated the attempted speeding stop and subsequent pursuit was not identified in the available reporting.
.
The Escondido Police Department officer who subsequently encountered the motorcycle on Washington Avenue shortly before the fatal crash was also not identified.
