OPEN RECORDS SUMMARY :

On 08/26/2023, at approximately 1:30 p.m., Marion Police Department officers responded to a report of shots fired near 7th Street and Boots Street in Marion. Police said nobody had been injured in the reported gunfire, but responding officers were given a description of the person they were looking for.

A short time later, an officer located 29-year-old Casey J. Barlow in the 600 block of Adams Street. Police reported that Barlow matched the description provided following the shots-fired call and was holding a handgun when the officer encountered him.

According to police, Barlow ran from officers on foot. Officers pursued him for several blocks until he stopped near the 600 block of South Branson Street, around Branson and 6th streets.

Police reported that officers repeatedly ordered Barlow to put down the handgun he was carrying. Barlow complied with those commands and dropped the firearm. Officers then approached him and attempted to take him into custody.

According to the police account, Barlow did not comply as officers attempted to handcuff him and reached toward his left pocket. An officer deployed a Taser. Police alleged that while the Taser was activated, Barlow retrieved a second handgun from his pocket and pointed it toward officers.

Marion police officers then opened fire, striking Barlow at least once. Officers provided medical aid before Barlow was transported to Marion Health, where he subsequently died from the police gunfire.

Indiana State Police assumed responsibility for investigating the fatal shooting. The involved Marion police officers were placed on administrative leave under department procedure while the investigation was conducted. ISP said its completed investigative findings would be submitted to the Grant County Prosecutor's Office for review.

The publicly available reporting reviewed for this update does not identify the Marion Police Department officer or officers who fired at Barlow. Multiple contemporary accounts refer to Marion police officers participating in the confrontation and being placed on administrative leave following the shooting, without naming the shooting officer or officers.
