City : Vinton

County : Calcasieu

State : Louisiana

Agency : Calcasieu Parish Sheriff’s Office; Vinton Police Department; Louisiana State Police

Officer(s) : Derek Senegal

Cause of Death : Gunshot

Event : Killed by police during chase

OPEN RECORDS SUMMARY :

On 08/27/2023, law-enforcement officers pursued John William Stacy, 37, during a multi-agency vehicle pursuit in southwest Louisiana. The pursuit ultimately traveled south of Vinton toward the Ellender Bridge area on Louisiana Highway 27.
.
The Calcasieu Parish Sheriff’s Office reported that the pursuit ended when Stacy crashed his vehicle near the Ellender Bridge. Law-enforcement officers converged on the crash location.
.
According to the official account, Stacy exited or engaged officers following the crash and gunfire was exchanged between Stacy and law enforcement. Police alleged that Stacy fired at officers during the confrontation. Multiple officers returned fire.
.
Stacy was struck by police gunfire and died at the scene. A law-enforcement officer was also struck and injured during the exchange of gunfire. The officer survived.
.
Because officers from multiple agencies participated in the pursuit and final confrontation, Louisiana State Police assumed responsibility for investigating the fatal police shooting. State Police processed the scene, collected ballistic and other physical evidence, and investigated the actions of the officers who fired.
.
Louisiana State Police subsequently released video evidence documenting portions of the pursuit and fatal confrontation. The video release provided additional documentation of the multi-agency response and the exchange of gunfire near the Ellender Bridge.
.
The case involved several distinct stages: a vehicle pursuit involving multiple law-enforcement agencies, Stacy’s crash near the Ellender Bridge, and the subsequent armed confrontation in which officers shot and killed him.

Cause of Death : Gunshot

Event : Killed by police during mental health crisis

OPEN RECORDS SUMMARY :

On 08/26/2023, at approximately 6:34 a.m., Beeville Police Department officers responded to the 900 block of West Jones Street. When officers arrived, someone at the scene flagged them down and told them that a man at the residence was experiencing a mental health crisis. Two uniformed Beeville officers approached the residence while the man was yelling from inside.
.
The officers attempted to communicate with the man and persuade him to come onto the porch. According to the police account released by the City of Beeville, as officers moved closer they saw that the man was holding a knife and ordered him to drop it.
.
Police alleged that the man then came through the front window of the residence and moved toward the officers while holding the knife. Both officers retreated and again ordered him to drop the weapon.
.
The officer closest to the man deployed a department-issued Taser. Police reported that the Taser had no apparent effect and alleged that the man continued moving toward the officers with the knife.
.
According to the police account, when the man came within approximately three to six feet of the lead officer, that officer fired three rounds. The gunfire struck the man in the torso.
.
The officers requested emergency medical assistance and began lifesaving measures at the scene. EMS transported the man to CHRISTUS Spohn Hospital in Beeville, where he was pronounced dead.
.
Beeville Police Chief Kevin Behr requested that the Texas Rangers take over the criminal investigation into the fatal police shooting. Beeville Police Department simultaneously opened a separate internal-affairs investigation. The officer who fired the fatal shots was placed on administrative leave under department policy.
.
Beeville Police Department's 2023 annual report subsequently documented this as the department's single fatal police shooting of the year. The report states that six Beeville officers were assaulted during 2023, two assaults involved a deadly weapon, and one resulted in a police shooting that killed the person involved.
OFFICER BACKGROUND:
The Beeville police officer who fired the three shots that killed the man was not identified by name in the public accounts located for this update. The department confirmed that the shooting officer was placed on administrative leave while the Texas Rangers conducted the criminal investigation and Beeville Police conducted its internal review.

City : Marion

County : Grant

State : Indiana

Agency : Marion Police Department

Officer(s) : Unknown

Cause of Death : Gunshot

Event : Killed by police during attempted detention following shots-fired call

OPEN RECORDS SUMMARY :

On 08/26/2023, at approximately 1:30 p.m., Marion Police Department officers responded to a report of shots fired near 7th Street and Boots Street in Marion. Police said nobody had been injured in the reported gunfire, but responding officers were given a description of the person they were looking for.
.
A short time later, an officer located 29-year-old Casey J. Barlow in the 600 block of Adams Street. Police reported that Barlow matched the description provided following the shots-fired call and was holding a handgun when the officer encountered him.
.
According to police, Barlow ran from officers on foot. Officers pursued him for several blocks until he stopped near the 600 block of South Branson Street, around Branson and 6th streets.
.
Police reported that officers repeatedly ordered Barlow to put down the handgun he was carrying. Barlow complied with those commands and dropped the firearm. Officers then approached him and attempted to take him into custody.
.
According to the police account, Barlow did not comply as officers attempted to handcuff him and reached toward his left pocket. An officer deployed a Taser. Police alleged that while the Taser was activated, Barlow retrieved a second handgun from his pocket and pointed it toward officers.
.
Marion police officers then opened fire, striking Barlow at least once. Officers provided medical aid before Barlow was transported to Marion Health, where he subsequently died from the police gunfire.
.
Indiana State Police assumed responsibility for investigating the fatal shooting. The involved Marion police officers were placed on administrative leave under department procedure while the investigation was conducted. ISP said its completed investigative findings would be submitted to the Grant County Prosecutor's Office for review.
OFFICER BACKGROUND:
The publicly available reporting reviewed for this update does not identify the Marion Police Department officer or officers who fired at Barlow. Multiple contemporary accounts refer to Marion police officers participating in the confrontation and being placed on administrative leave following the shooting, without naming the shooting officer or officers.

Anthony Richard Fields II

Age :27

Gender :Male

Race : Black

Date : 08/25/2023

Location : Herring Road and Palomino Drive

City : Newnan

County : Coweta

State : Georgia

Agency : Coweta County Sheriff’s Office; Newnan Police Department

Officer(s) : Unknown

Cause of Death : Gunshot

Event : Killed by police after car chase

OPEN RECORDS SUMMARY :

On 08/25/2023, at approximately 2:20 p.m., a Coweta County Sheriff’s Office deputy saw 27-year-old Anthony Richard Fields II driving a white Chevrolet Corvette on Interstate 85 near Newnan. Sheriff Lenn Wood said Fields passed the deputy while traveling approximately 119 to 120 mph. Wood also said police would initially have cited Fields for speeding and a window-tint violation.
The deputy chose to pursue Fields from Interstate 85 toward the Bullsboro Drive exit. Newnan police joined the pursuit after Coweta County deputies requested assistance. Police pursued Fields through Newnan at speeds that reportedly exceeded 120 mph.
Video recorded near Herring Road and Bullsboro Drive showed Fields stopped in a concrete traffic-dividing area while two officers stood outside their vehicles with guns pointed at him. Fields backed the Corvette away and continued driving north on Herring Road while Newnan police followed. Police continued pursuing him through a residential area rather than ending the pursuit over the speeding and window-tint violations.
Police said Fields later drove back out of the subdivision and collided head-on with a Coweta County Sheriff’s Office vehicle. The collision caused minor injuries to the deputy inside. The pursuit ended near Herring Road and Palomino Drive.
Coweta County deputies released police dog Kilo against Fields as he got out of the Corvette. The Georgia Bureau of Investigation said Fields had a handgun and pointed it toward deputies while Kilo was biting or holding onto his arm. Multiple deputies fired repeatedly, striking Fields several times. Police provided medical aid, but Fields died at the scene.
Kilo suffered a gunshot wound during the shooting. Initial reports did not establish whether a deputy’s bullet or a shot fired by Fields struck the dog. Public reporting likewise did not clearly establish whether Fields fired his gun. The presence of numerous shell-casing evidence markers demonstrated that police fired multiple rounds, but publicly available reports did not state the exact number of shots, which officers fired, how many bullets struck Fields, or whether investigators recovered evidence that Fields discharged his weapon.
The Georgia Bureau of Investigation investigated the shooting at the request of the Coweta County Sheriff’s Office and Newnan Police Department. Police later released selected body-camera footage showing deputies attending to the wounded dog. Available news coverage does not establish that police released complete, unedited footage showing the pursuit, the decision to deploy Kilo, Fields’ actions immediately before police fired, or the complete shooting.
The agencies did not publicly identify the deputies who fired at Fields in the accessible reports. No reliable public record located through August 2026 identifies criminal charges, disciplinary action, termination, or decertification against any participating deputy or Newnan officer. No publicly reported wrongful-death lawsuit, settlement, jury award, or prosecutor’s charging announcement was located.
The pursuit began over speeding and a window-tint violation. Police continued it through Newnan at triple-digit speeds, confronted Fields at gunpoint when his car briefly stopped, resumed pursuing him when he drove away, and ultimately released a police dog and shot him multiple times after the pursuit ended.

Corey Andrew

Age :24

Gender :Male

Race : White

Date : 08/25/2023

Location : Eastview Park

City : Celina

County : Mercer

State : Ohio

Agency : Celina PD

Officer(s) : David Powell, Justin Rice

Cause of Death : Gunshot

Event : Killed by police during cannabis traffic stop

OPEN RECORDS SUMMARY :

Celina PD at 2 a.m. arrived at a park conducting an investigation into possible marijuana smell coming from a car. Police began an altercation and Andrew allegedly refused to exit his car and instead tried to drive away. He drove past an officer who fell down and hit his head. Celina PD then fired shots into the moving vehicle, killing Corey Andrew, 24, in front of his girlfriend Hannah Pawelski and their newborn baby who were fortunate not to be hit by police shooting at the vehicle. Police allege that he “drove toward police” and released partial dashcam and bodycam videos linked below. Andrew appeared to try to drive past the officer and did not make any visible turns to try to hit him. Police later claimed that he tried to run the officer over. This is not seen on video and he appeared to try to drive away, did not touch the officer who is seen falling on his own. Police Chief Tom Wale stated: “So independent investigators, independent prosecutor presenting it to the grand jury to determine that the officers are justified," seemingly revealing that the anticipated outcome that this killing will be Justified by a grand jury may be predetermined. Ohio police created this incident by attempting to make a petty cannabis possession bust and ended up executing a young father who tried to drive away from the confrontation.

Christapher Ralph Dodge

Age :47

Gender :Male

Race : White

Date : 08/25/2023

Location : Summit Terrace Apartments

City : Portland

County : Cumberland

State : Maine

Agency : South Portland Police Department

Officer(s) : Anthony Verville

Cause of Death : Gunshot

Event : Killed by police during domestic violence response involving reported gunfire

OPEN RECORDS SUMMARY :

On 08/25/2023, at approximately 4:11 a.m., a woman called 911 from her apartment at the Summit Terrace apartment complex in South Portland. She reported that 47-year-old Christafer Dodge was intoxicated, had assaulted her and had fired a gun inside the apartment. She also indicated that Dodge was experiencing a mental or emotional crisis, telling authorities that he was “not feeling right in the head.”
.
South Portland Police Department Officers Anthony Verville and Akos Szekely were dispatched to the domestic violence call. Before they arrived, Dodge left the apartment complex in a black Ford pickup truck with an AR-style rifle.
.
Verville and Szekely entered the apartment and investigated the woman's allegations. They found a broken clothing rack, rifle cartridge casings on the floor and an empty rifle case on a bed.
.
Within minutes, Szekely saw Dodge's black Ford pickup return to the apartment complex. Verville and Szekely ran outside. According to the subsequent Maine Attorney General investigation, officers drew their weapons and ordered Dodge to stop and exit the truck with his hands raised.
.
Police alleged that as Dodge parked the truck, he turned toward the officers and raised an AR-style rifle in their direction. Verville then fired multiple rounds into the truck, striking Dodge multiple times. Dodge died at the scene.
.
Investigators recovered a .300 Blackout-caliber privately made semiautomatic AR-style rifle from Dodge's truck. The firearm had an attached sight and a magazine containing 22 cartridges.
.
The Maine Attorney General's Office investigated Verville's use of deadly force with assistance from the Maine State Police Major Crimes Unit. Verville was placed on administrative leave following the shooting.
.
In February 2024, Maine Attorney General Aaron Frey determined that Verville's use of deadly force was legally justified. The Attorney General concluded that Verville reasonably believed Dodge posed an imminent threat to himself, Szekely and residents of the apartment complex when Verville fired.
.
Body-camera and/or dash-camera video documented the encounter and was reviewed during the investigation. However, when news organizations sought the recordings after the Attorney General's decision, the Attorney General's Office declined to release them, citing Maine privacy law.
.
The Maine Deadly Force Review Panel subsequently reviewed the case. Its 2025 annual report, released in 2026, independently summarizes the sequence: Dodge's wife called police, Verville and Szekely responded, Dodge returned in his pickup, and Verville fired after police alleged Dodge raised a rifle and aimed it at him.
OFFICER BACKGROUND:
Anthony Verville was the South Portland Police Department officer who fired the shots that killed Dodge. Officer Akos Szekely was present during the fatal confrontation but is not identified as having fired. Verville therefore belongs in the Officer(s) field as the shooting officer.
.
Verville had served with the South Portland Police Department for at least several years before the Dodge shooting; public police records document him making arrests for the department as early as 2017. He remains listed by the City of South Portland as a police officer.
.
In January 2026, Verville was named as a defendant in a federal civil-rights lawsuit, Miller et al. v. City of Portland, Maine et al., filed in the U.S. District Court for the District of Maine. The lawsuit also names the City of South Portland, Police Chief Daniel Ahern and several Portland and South Portland law-enforcement personnel. The litigation remained active in 2026, with discovery scheduled into 2027.

Trinity Scot Deese

Age :34

Gender :Male

Race : White

Date : 08/25/2023

Location : 5000 block of Roundstone Way

City : Charlotte

County : Mecklenburg

State : North Carolina

Agency : Charlotte-Mecklenburg Police Department

Officer(s) : Claude Neer

Cause of Death : Gunshot

Event : Killed by police during domestic violence call and reported stabbing

OPEN RECORDS SUMMARY :

On 08/25/2023, at approximately 12:25 a.m., the wife of 31-year-old Trinity Scot Deese called 911 from the couple’s apartment on Roundstone Way in Charlotte. She reported that Deese had stabbed her multiple times and that she believed she was going to die. Deese could be heard in the background of the call. Deese separately called 911 and reported that he was deaf and could not hear the operator; according to the Mecklenburg County District Attorney’s subsequent review, Deese told the operator that he had stabbed his wife multiple times and that she was in significant pain.
.
Charlotte-Mecklenburg Police Department officers were dispatched to the apartment shortly before 12:30 a.m. When officers arrived, they could hear the woman screaming from inside the residence. Officers entered the apartment and observed blood as they moved toward the rear of the home.
.
According to the subsequent investigation, officers reached a bathroom and observed Deese actively stabbing his wife as she lay on the floor. The encounter was captured on an officer’s body-worn camera. CMPD Officer Claude Neer fired his handgun four times at Deese.
.
Deese was struck by Neer’s gunfire and died at the apartment. His wife had sustained multiple stab wounds and was transported to a hospital with life-threatening injuries. She survived.
.
The North Carolina State Bureau of Investigation assumed responsibility for investigating Neer’s fatal use of force. Neer was placed on paid administrative leave following the shooting.
.
Deese’s wife later told investigators that Deese had been hearing voices before the incident and that there was a family history of schizophrenia.
.
The SBI completed its investigation and provided the case file to the Mecklenburg County District Attorney’s Office on 11/12/2023. District Attorney Spencer Merriweather reviewed the investigative evidence to determine whether Neer’s shooting of Deese constituted a criminal offense.

Nolan T. Ray

Age :33

Gender :Male

Race : White

Date : 08/25/2023

Location : SR 446

City : Pyramid Lake

County : Churchill

State : Nevada

Agency : Pyramid Lake Paiute Tribal Police Department

Officer(s) : Anthony Francone

Cause of Death : Gunshot

Event : Killed by police during vehicle pursuit after fatally striking tribal police officer

OPEN RECORDS SUMMARY :

On 08/25/2023, Nolan T. Ray, 33, became involved in an incident in the parking lot of a shopping center in north Sparks along Pyramid Highway. Ray subsequently drove north toward the Pyramid Lake Paiute Reservation. Later reporting established that this incident in Sparks initiated the sequence of events that developed into a law-enforcement pursuit.
.
The pursuit continued toward the reservation during a period of unusually heavy traffic associated with people traveling toward Burning Man. Pyramid Lake Paiute Tribal Police Officer Anthony Francone became involved as Ray traveled toward the Nixon area.
.
Near the junction of State Routes 446 and 447 south of Nixon, Francone attempted to stop Ray's vehicle. Multiple law-enforcement memorial accounts report that Francone was deploying spike strips in the roadway as part of the attempt to stop the pursued vehicle.
.
Ray's vehicle struck Francone, fatally injuring him. Francone, 48, was pronounced dead at the scene. Francone was a 25-year law-enforcement veteran who had previously served with the Eureka County Sheriff's Office and Storey County Sheriff's Office before working for several tribal police agencies.
.
Francone fired his firearm during the encounter. Ray was struck by police gunfire and also died at the scene. Contemporary reporting described Ray as having been shot and killed by law enforcement, while subsequent local reporting specifically established that Francone was able to fire his weapon during the fatal encounter.
.
The Washoe County Medical Examiner identified Ray following the incident. Some early reporting gave his age as 31, but the Medical Examiner's information and Ray's obituary identify him as 33. His obituary gives his full name as Nolan T. Ray and confirms that he died on August 25, 2023.
.
Ray was a 2008 graduate of Cortland Senior High School in New York and earned a Bachelor of Science degree in aerospace engineering from Syracuse University. At the time of his death, he was employed by Apple as a systems analyst/program developer.
.
Because the fatal incident occurred on the Pyramid Lake Paiute Reservation and involved tribal law enforcement, the FBI assumed the lead investigation. As of the later August 2023 reporting, the FBI had released little additional information concerning the exact sequence of the gunfire.
OFFICER BACKGROUND:
Anthony Francone, 48, was the Pyramid Lake Paiute Tribal Police Department officer involved in the fatal encounter with Ray. Francone was attempting to stop Ray near State Routes 446 and 447 when Ray's vehicle struck and killed him. Francone fired his weapon during the encounter, and Ray was killed by police gunfire.
.
Francone had approximately 25 years of law-enforcement experience. He previously served with the Eureka County Sheriff's Office and spent more than a decade with the Storey County Sheriff's Office, attaining the rank of corporal. After retiring from Storey County, he served with the Fallon Paiute Tribal Police Department, Washoe Tribal Police Department and Pyramid Lake Paiute Tribal Police Department.
.
At the Storey County Sheriff's Office, Francone served as the agency's primary radar instructor, lead accident investigator and field training officer. He was also described by the department as its leading traffic-enforcement officer.

Jeffrey “Scott” West

Age :68

Gender :Male

Race : White

Date : 08/25/2023

Location : Quarry Hollow Road

City : Friendsville

County : Blount

State : Tennessee

Agency : Blount County Sheriff’s Office

Officer(s) : Not Disclosed

Cause of Death : Suicide

Event : Suicide under police duress during SWAT standoff following shooting

OPEN RECORDS SUMMARY :

On 08/25/2023, at approximately 8:15 p.m., Blount County Sheriff’s Office deputies responded to a residence on Quarry Hollow Road in Friendsville after a reported shooting. When deputies arrived, they encountered 24-year-old Kyle W. Spitze and another resident outside the house. Spitze had suffered a gunshot wound to his right ear.
.
Spitze told deputies that he and 68-year-old Jeffery Scott West had been arguing inside the residence when West pulled out a firearm and shot at him. The bullet struck or grazed Spitze’s right ear. Spitze and the other resident then ran from the house and called 911. Spitze was treated at the scene before being transported to the University of Tennessee Medical Center with injuries that were not considered life-threatening.
.
West remained at the residence, prompting the Sheriff’s Office to deploy its Crisis Negotiations Team and SWAT team. Deputies attempted to negotiate with West and persuade him to surrender.
.
The standoff continued for more than two hours. The Sheriff’s Office reported using diversionary devices in an effort to induce West to surrender, but those efforts were unsuccessful.
.
Shortly before 11 p.m., deputies deployed a police K-9 into the residence. The dog located West inside the home, where deputies found him dead from an apparent self-inflicted gunshot wound.
.
West’s body was sent to the Knox County Regional Forensic Center for autopsy. The death occurred during the continuing SWAT response and police efforts to take him into custody following the shooting of Spitze.
.
The incident later received widespread attention after video recorded by Spitze during the confrontation circulated online in January 2024. The recording captured the argument and the moment West fired at Spitze.
.
The Blount County Sheriff’s Office received assistance during the standoff from the Maryville Police Department, Tennessee Highway Patrol Aviation Unit, AMR Ambulance Service and Friendsville Volunteer Fire Department.

OPEN RECORDS SUMMARY :

On 08/25/2023, law enforcement officers were searching for Nathaniel Evans, 41, of Little Rock. Police said Evans had outstanding warrants and was also under investigation in connection with a shooting at a bail bonds business earlier that week.
.
Members of the U.S. Marshals Service encountered Evans near the U.S. Post Office adjacent to North Little Rock High School. Sandra Lopez-Ochoa

Age :25

Gender :Female

Race : Latino/a/e

Date : 08/25/2023

Location : 3650 East Lake Mead Boulevard

City : Las Vegas

County : Clark

State : Nevada

Agency : Las Vegas Metropolitan Police Department

Officer(s) : Rudy Sacba

Cause of Death : Gunshot

Event : Killed by police during attempted arrest following domestic violence call

OPEN RECORDS SUMMARY :

On 08/25/2023, at approximately 1:04 a.m., Las Vegas Metropolitan Police Department officers responded to an apartment in the 3600 block of East Lake Mead Boulevard near North Pecos Road after two calls concerning a domestic disturbance. Sandra Lopez-Ochoa, 25, and her brother separately contacted police. Her brother alleged that Lopez-Ochoa had battered him, while Lopez-Ochoa called police to report a domestic disturbance.
.
Officers Rudy Sacba and Andrew Belmonte responded and first spoke with Lopez-Ochoa's brother outside the apartment. After interviewing him, officers determined that they had probable cause to arrest Lopez-Ochoa for domestic battery by strangulation. They then entered the apartment and found Lopez-Ochoa sitting on a couch.
.
Body-camera video documented the officers speaking with Lopez-Ochoa for several minutes. During the conversation, Lopez-Ochoa noticed Sacba's hand resting near his holstered firearm and specifically asked him to move it away from his gun. Sacba responded that he was resting his hand there and was not holding the firearm.
.
When officers moved to arrest Lopez-Ochoa, Belmonte took hold of her left arm to place her in handcuffs. Video showed Lopez-Ochoa reach toward the couch and retrieve a kitchen knife. She then turned and struck Belmonte in the top of the head with the knife, causing a bleeding wound.
.
According to LVMPD's reconstruction and body-camera evidence, Lopez-Ochoa then turned toward Sacba while still holding the knife. Sacba drew his Glock 17 9mm handgun and fired five rounds at Lopez-Ochoa. The gunfire struck her and she fell inside the apartment.
.
Sacba immediately radioed that his partner had been stabbed and requested medical assistance. Belmonte was bleeding from the head and was transported to University Medical Center. He was treated and subsequently released from the hospital. Medical personnel pronounced Lopez-Ochoa dead at the apartment.
.
LVMPD's Force Investigation Team conducted the criminal investigation. The department also conducted administrative and tactical reviews of Sacba's use of deadly force.
.
On 05/30/2024, the Clark County District Attorney's Office announced its preliminary determination that criminal prosecution of the officer involved in Lopez-Ochoa's death was not appropriate and called for a Police Fatality Public Fact-Finding Review.
.
The subsequent Clark County District Attorney legal analysis concluded that Sacba's use of deadly force was legally justified. LVMPD's Use of Force Review Board separately issued an Administrative Approval finding, concluding that Sacba's force was objectively reasonable under the circumstances and within department policy.
OFFICER BACKGROUND:
Rudy Sacba was 32 at the time he killed Lopez-Ochoa. He joined LVMPD in 2021 and was assigned to the East Community Policing Division's Northeast Area Command. Following the shooting, LVMPD placed him on routine paid administrative leave pending review.
.
LVMPD's subsequent internal review specifically examined Sacba's actions during the fatal shooting. The department's Use of Force Review Board issued an Administrative Approval determination, finding that his use of deadly force was objectively reasonable based on the circumstances known to him at the time and complied with department policy.

Jayvion Marquise Barthel

Age :20

Gender :Male

Race : Black

Date : 08/25/2023

Location : West Euclid Avenue and South Woodland Boulevard

City : DeLand

County : Volusia

State : Florida

Agency : DeLand Police Department; Volusia Sheriff’s Office

Officer(s) : William Leven; Justin Allen

Cause of Death : Gunshot

Event : Killed by police during investigation

OPEN RECORDS SUMMARY :

On 08/25/2023, at approximately 1:30 p.m., DeLand Police Department investigators were working on an unrelated burglary investigation when they saw a white Dodge Charger that police believed was connected to an alleged aggravated assault with a firearm eight days earlier. Police stopped the Charger at West Euclid Avenue and South Woodland Boulevard. Three people were inside, including 20-year-old Jayvion Marquise Barthel, who was seated in the rear.
.
The vehicle had been identified during an investigation of an 08/17/2023 incident in which police alleged that two people were approached by a person who pointed a firearm at them and repeatedly pulled the trigger, but the weapon malfunctioned. At the time Barthel was killed, police acknowledged that investigators had not yet determined who had attempted to shoot the two people during that earlier incident.
.
A Volusia Sheriff’s Office detective heard radio traffic concerning DeLand police stopping the Charger and went to the location to assist as backup. During the stop, police alleged that Barthel pointed a handgun toward the DeLand police sergeant. Both the DeLand sergeant and the Volusia sheriff’s detective then fired into the vehicle.
.
Barthel was struck multiple times by police gunfire. Officers attempted to provide medical aid, but he died at the scene. The other two people in the Charger were not struck and were detained following the shooting.
.
Police reported recovering a firearm from the rear floorboard where Barthel had been sitting. Sheriff Mike Chitwood stated immediately after the shooting that investigators had not yet determined whether Barthel had fired the weapon.
.
The Florida Department of Law Enforcement assumed responsibility for investigating the fatal shooting. Both shooting officers were placed on administrative leave following Barthel’s death.
.
Barthel’s family later challenged the circumstances of his death in federal court. In 2025, Rosa Wise, representing Barthel’s estate, and Brionna Bobb filed a federal civil-rights lawsuit naming William Leven, Justin Allen, Volusia Sheriff Michael Chitwood and DeLand Police Chief Jason Umberger as defendants. The complaint alleges that Barthel was shot at least six times and also raises allegations concerning the medical response after the shooting. Those are plaintiffs’ allegations and have not been established as judicial findings.
.
On 04/16/2026, U.S. District Judge Paul G. Byron dismissed the original complaint without prejudice as an impermissible shotgun pleading and permitted the plaintiffs to file an amended complaint. The dismissal was procedural and was not a ruling that the plaintiffs’ factual allegations concerning the shooting were true or false.
.
OFFICER BACKGROUND:
The later federal litigation identifies William Leven and Justin Allen as the individual law-enforcement defendants directly connected to Barthel’s fatal shooting, resolving the officer identities that were withheld from the initial 2023 news releases. Contemporary police accounts had identified the shooters only as a DeLand Police Department sergeant and a Volusia Sheriff’s Office detective.
.
The 2026 federal case remains particularly important to this record because it provides names that the original law-enforcement releases did not. The litigation names Leven and Allen individually, alongside agency heads Chitwood and Umberger, and expressly concerns the police gunfire that killed Barthel.

Randall Fife

Age :35

Gender :Male

Race : White

Date : 08/25/2023

Location : 3639 Highlawn Avenue SE

City : Howland

County : Howland

State : Ohio

Agency : Howland Township Police Department; Mahoning Valley Crisis Response Team

Officer(s) : Unknown

Cause of Death : Gunshot

Event : Killed by police during mental health crisis

OPEN RECORDS SUMMARY :

On 08/22/2023, at approximately 8:10 p.m., Howland Township police responded to 3639 Highlawn Avenue SE after family members reported that 35-year-old Randall Fife was armed with a shotgun and experiencing an acute mental health crisis. Fife's brother and mother barricaded themselves in a bedroom, while his brother's girlfriend hid upstairs and communicated with police.
.
Fife's mother later told investigators that he had been experiencing paranoia and delusions and believed people were pursuing him. According to the subsequent prosecutor's investigation, when his mother returned from getting groceries, Fife answered the door holding a 12-gauge single-shot shotgun and said people were after him and that he needed to protect himself. He also expressed doubts that his mother and brother were actually who they appeared to be.
.
When Fife's brother came downstairs, police alleged that Fife pointed the shotgun at his face. His brother and mother then barricaded themselves in a rear bedroom. Fife's sister, who was outside the residence, was asked to call police, while the girlfriend remained hidden upstairs.
.
Howland police arrived and reported seeing Fife standing at a window holding what was later identified as the shotgun. Officers withdrew to protected positions, established a perimeter and attempted to communicate with him using a patrol vehicle's loudspeaker. Police also attempted telephone contact; Fife briefly answered but ended the call.
.
The Mahoning Valley Crisis Response Team was activated along with negotiators. Police continued attempting to communicate with Fife for more than 10 hours. His mother remained in communication with dispatch from inside the barricaded bedroom and reported that Fife was pacing through the house.
.
The later Ohio BCI investigation documented significant prior mental-health concerns. Howland police had encountered Fife during at least three earlier mental-health incidents. During one January 2023 response, officers were dispatched because Fife was hallucinating and threatening a person he believed was impersonating his mother; officers found numerous knives on him during that encounter.
.
At approximately 6:35 a.m. on 08/23/2023, after communication with one of the people trapped inside the residence was lost and police feared a hostage might have been injured, members of the Mahoning Valley Crisis Response Team used an explosive charge to breach the rear kitchen entrance.
.
According to the BCI and prosecutor investigations, Fife fired the single-shot 12-gauge shotgun at the entering tactical officers, striking four officers with buckshot. Police then fired approximately 18 rounds at Fife while he was reloading the shotgun. Fife was struck four times, with wounds to his head, shoulder, waist and back.
.
Fife was transported first to St. Joseph Warren Hospital and then flown to St. Elizabeth Youngstown Hospital. The Ohio Bureau of Criminal Investigation opened an independent investigation into the shooting at the request of Howland Police Chief Nick Roberts.
.
Fife remained hospitalized for several days and died from his police gunshot wounds on 08/28/2023. Although the original WFMJ death report stated that he died Friday, August 25, the subsequent official Ohio BCI case-opening report specifically records that Fife died Monday, August 28 while hospitalized. The later Trumbull County prosecutor review likewise gives August 28 as his date of death.
.
Ohio BCI's Special Investigations Unit conducted the independent investigation, including interviews with officers, hostages and witnesses; examination of body-camera footage; crime-scene and firearms analysis; review of Fife's medical and mental-health records; and review of his previous encounters with Howland police. The Ohio Attorney General has since made an extensive collection of investigative documents, photographs, audio and video from the case publicly available.
.
In July 2024, Trumbull County Prosecutor Dennis Watkins completed the criminal review of the shooting. The prosecutor concluded that the three officers who fired at Fife used legally justified deadly force. The case was closed without presentation to a grand jury and without criminal charges against the officers.
.
OFFICER BACKGROUND:
The Ohio BCI investigation establishes that three members of the Mahoning Valley Crisis Response Team fired during the confrontation with Fife. The publicly released BCI materials refer to the involved shooters by numbered officer designations rather than reliably identifying all three by name. I therefore have not assigned names to the Officer(s) field.
.
The tactical team included personnel drawn from multiple area police departments. Officers Kenneth Garling and Nicholas Newland were among the officers injured during the breach and were transported for medical treatment, but the later reporting does not establish that those two officers were necessarily among the three officers whose gunfire struck Fife.
.
The Trumbull County Prosecutor's Office reviewed the actions of all three shooting officers and announced on 07/30/2024 that none would face criminal charges. The prosecutor determined that police gunfire occurred after Fife fired the shotgun into the tactical entry team and while he was reloading the single-shot weapon.

Raul Reyes-Estrella

Age :56

Gender :Male

Race : Latino/a/e

Date : 08/24/2023

Location : Abner Phillips Road and West Ward Bridge Road

City : Warsaw

County : Duplin

State : North Carolina

Agency : Warsaw Police Department

Officer(s) : Unknown

Cause of Death : Vehicle

Event : Driver killed by police chase crash after pursuit of vehicle reported stolen from EMS station

OPEN RECORDS SUMMARY :

On 08/24/2023, at approximately 10:30 a.m., authorities reported that 56-year-old Raul Reyes-Estrella took a Chevrolet Trailblazer from an EMS station in Goldsboro, North Carolina. Information concerning the reportedly stolen vehicle was subsequently communicated to law enforcement.
.
Warsaw Police Department officers encountered the Trailblazer in the Warsaw area. Police attempted to stop Reyes-Estrella using emergency lights and sirens because the vehicle had been reported stolen from the Goldsboro EMS station. Reyes-Estrella continued driving while Warsaw police pursued.
.
The Warsaw police pursuit continued for approximately three miles. According to the North Carolina State Highway Patrol's subsequent investigation, Reyes-Estrella was driving recklessly during the pursuit.
.
At the intersection of Abner Phillips Road and West Ward Bridge Road, Reyes-Estrella lost control of the Chevrolet Trailblazer and crashed. He was killed in the crash.
.
The North Carolina State Highway Patrol investigated the fatal collision and the circumstances surrounding the Warsaw Police Department pursuit. Highway Patrol released its preliminary findings the following day, identifying Reyes-Estrella and establishing the reported theft of the vehicle as the reason police were attempting to stop him.
.
The fatal sequence therefore began with the reported theft of the Chevrolet Trailblazer from the Goldsboro EMS station, followed by Warsaw police locating the vehicle and attempting to stop it, a police pursuit lasting approximately three miles, and Reyes-Estrella losing control and crashing at Abner Phillips Road and West Ward Bridge Road.
.
OFFICER BACKGROUND:
The Warsaw Police Department officer or officers who initiated and participated in the approximately three-mile pursuit were not publicly identified.

Ta’Kiya Young

Age :21

Gender :Female

Race : Black

Date : 08/24/2023

Location : 5991 South Sunbury Road, Kroger parking lot

City : Westerville

County : Franklin

State : Ohio

Agency : Blendon Township Police Department

Officer(s) : Connor Grubb

Cause of Death : Gunshot

Event : Pregnant woman killed by police during alleged shoplifting

OPEN RECORDS SUMMARY :

On 08/24/2023, 21-year-old Ta’Kiya Young, who was approximately seven months pregnant, was sitting in the driver's seat of a Lexus in the parking lot of the Kroger at 5991 South Sunbury Road. Blendon Township police officers Connor Grubb and Sgt. Erik Moynihan were already at the shopping center assisting another person with an unrelated vehicle problem when a Kroger employee approached them and alleged that Young had stolen bottles of alcohol from the store.
.
Moynihan approached the driver's side of Young's car and repeatedly ordered her to get out. Young denied stealing anything and remained in the vehicle. Grubb moved directly in front of the Lexus with his handgun drawn while Moynihan remained alongside the driver's window. Body-camera footage documented the confrontation.
.
Young asked Grubb whether he was going to shoot her. She then put the vehicle into motion. The Lexus moved forward toward Grubb, who was standing immediately in front of it. Grubb fired one round through the windshield into Young. The vehicle continued forward after the gunshot and came to rest against the Kroger building.
.
Young was unarmed. Officers broke the driver's-side window to gain access to her and began providing medical assistance. She was transported to Mount Carmel St. Ann's Hospital, where she died from the police gunshot wound. Her unborn daughter also died.
.
The Ohio Bureau of Criminal Investigation conducted the criminal investigation. Blendon Township initially withheld the identities of both officers, invoking Ohio's Marsy's Law and treating them as potential crime victims. Grubb's identity as the shooting officer was eventually established publicly.
.
Nearly one year after Young's death, on 08/13/2024, a Franklin County grand jury indicted Connor Grubb on two counts of murder, four counts of felonious assault and four counts of involuntary manslaughter arising from the deaths of Young and her unborn daughter.
.
Before the case went to the jury, the trial judge dismissed four counts associated with the unborn child's death after finding that prosecutors had not presented evidence that Grubb knew Young was pregnant when he fired. Grubb proceeded to trial on the remaining charges.
.
Following a highly publicized criminal trial in November 2025, Grubb argued that he fired because he believed the moving vehicle threatened his life. Prosecutors argued that Grubb unnecessarily created or escalated the dangerous situation by positioning himself directly in front of Young's vehicle rather than moving away. On 11/21/2025, the jury acquitted Grubb on all remaining charges.
.
Young's family pursued separate civil litigation. In August 2025, the family filed a wrongful-death action against Grubb, and Young's estate subsequently filed federal civil-rights litigation against Blendon Township and Police Chief John Belford alleging unconstitutional police practices, inadequate training and supervision, and a pattern of excessive force. Those allegations remain civil claims rather than established findings.
.
In January 2026, a Blendon Township Use of Force Review Board unanimously determined that Grubb had not violated department policy when he shot Young. Police Chief John Belford independently concurred with the board's conclusion.
.
OFFICER BACKGROUND:
Connor Grubb was the Blendon Township police officer who fired the single shot through Young's windshield. Sgt. Erik Moynihan participated in the detention at the driver's-side window but did not shoot Young, so Grubb alone is listed in the Officer(s) field.
.
Grubb's conduct generated both a criminal prosecution and civil litigation. A Franklin County grand jury indicted him in August 2024 on murder, involuntary-manslaughter and felonious-assault charges. After trial, a jury acquitted him of all remaining criminal counts on 11/21/2025.
.
Young's estate's federal lawsuit alleges that Grubb had a history of problematic conduct before Young's killing. Among the allegations are that he improperly handled and harassed a minor during a June 2023 stop, physically intimidated and improperly arrested a woman, and failed to appear in court in cases that were subsequently dismissed. These are allegations contained in pending civil litigation and are not established disciplinary findings.
.
Following Grubb's criminal acquittal, Blendon Township convened its Use of Force Review Board. In January 2026, the board unanimously found no department-policy violation, and Chief Belford concurred.

Aaron Lee Zimmerman

Age :46

Gender :Male

Race : White

Date : 08/24/2023

Location : 6789 Palm Frond Court

City : Kearns

County : Salt Lake

State : Utah

Agency : Unified Police Department of Greater Salt Lake

Officer(s) : Sgt. Dawson

Cause of Death : Gunshot

Event : Killed by police during domestic violence call

OPEN RECORDS SUMMARY :

On 08/23/2023, shortly after 9:00 p.m., Unified Police Department officers responded to 6789 Palm Frond Court in an unincorporated area of Salt Lake County between Kearns and West Jordan for a reported verbal domestic disturbance involving 46-year-old Aaron Lee Zimmerman. Officers temporarily handcuffed Zimmerman while investigating. Salt Lake County District Attorney Sim Gill later said officers determined that no crime had occurred, released Zimmerman from the handcuffs and allowed him to leave with a friend.
.
Several hours later, police were called back after Zimmerman returned to the residence. According to the later DA review, callers reported that Zimmerman was causing problems and behaving aggressively. Three Unified Police officers from the Kearns Precinct responded and began looking for him.
.
Officers located Zimmerman concealed behind garbage cans outside the residence. Police reported that he was armed with a small handgun. Body-camera footage reviewed during the subsequent investigation showed the encounter developing rapidly after officers located him.
.
According to the Salt Lake County District Attorney's review, Zimmerman fired four rounds at one of the officers, identified in the later public account as Sgt. Dawson, as she moved toward cover behind a vehicle. The DA said slowed and enlarged body-camera footage showed Zimmerman's hand extending from behind the garbage cans with a handgun and showed him tracking Dawson's movement while firing.
.
Three Unified Police officers returned fire. The DA reported that the officers collectively fired between 18 and 22 rounds. Zimmerman was struck by police gunfire and pronounced dead at the scene.
.
The Salt Lake City Police Department investigated the fatal shooting under the county's officer-involved-critical-incident protocol. The three Unified Police officers were placed on administrative leave following Zimmerman's death.
.
In July 2024, Salt Lake County District Attorney Sim Gill announced that his office would not file criminal charges against any of the three officers. The DA concluded that the officers' use of deadly force was legally justified based on their perception that Zimmerman presented an imminent threat.
.
Zimmerman's full name and correct age are independently confirmed by his obituary. Aaron Lee Zimmerman was born on 09/19/1976 and died on 08/24/2023 at age 46. Some later news coverage incorrectly reported his age as 49.
.
OFFICER BACKGROUND:
Three Unified Police Department officers fired during the encounter. The later DA reporting identifies one of the officers as Sgt. Dawson, but the available public material reviewed does not provide enough information to reliably establish the complete identities of all three shooting officers.

Jason Taylor Boles

Age :29

Gender :Male

Race : White

Date : 08/24/2023

Location : 11300 block of Andretti Avenue

City : Bakersfield

County : Kern

State : California

Agency : Bakersfield Police Department; Los Angeles Police Department

Officer(s) : Dennis Eddy; Ryan McWilliams; Brandon Price; Unidentified off-duty LAPD reserve officer

Cause of Death : Gunshot

Event : Killed by police during armed confrontation following off-duty officer encounter

OPEN RECORDS SUMMARY :

On 08/24/2023, at approximately 11:23 a.m., an off-duty Los Angeles Police Department reserve officer who lived in northwest Bakersfield encountered 29-year-old Jason Taylor Boles in the 11300 block of Andretti Avenue/Andretti Court. The reserve officer reported seeing Boles approaching residences in the cul-de-sac and believed he might be committing a residential burglary. The off-duty officer confronted Boles, and gunfire was exchanged between them.
.
The initial police account characterized Boles as a burglary suspect. Bakersfield police subsequently corrected that account, stating that investigators had identified neither a burglary victim nor a residence that had actually been burglarized in connection with the incident. Boles therefore should not be described as having committed a burglary as an established fact.
.
The off-duty LAPD reserve officer called police, and Bakersfield officers were dispatched to the neighborhood for a reported shooting. Dispatch advised responding officers that Boles was armed and that he had allegedly fired at the off-duty officer.
.
Bakersfield Police Sgt. Dennis Eddy was among the first officers to arrive. The reporting off-duty officer directed Eddy toward the end of the cul-de-sac, where Boles was located near the entrance of 11309 Andretti Court. According to the subsequent Kern County District Attorney review, Eddy heard a gunshot and saw a bullet strike the grass near him. Police alleged that Boles had fired toward Eddy from the residence.
.
Eddy fired one round from his patrol rifle toward Boles and then moved across the street to obtain cover behind a pickup truck. The DA's review states that Boles repeatedly moved around the corner of the garage while police issued commands for him to show his hands and surrender. Eddy ultimately fired two additional rounds, for a total of three shots.
.
Sgt. Ryan McWilliams and Officer Brandon Price also responded. They moved through neighboring backyards to 11304 Andretti Avenue, directly across the cul-de-sac from Boles' location. According to police accounts, Price ordered Boles to show his hands and put down his firearm. Police alleged that Boles continued holding the handgun and pointing it toward officers.
.
The DA's investigation states that Boles fired toward McWilliams and Price and that a bullet struck Price in his right calf. Price and McWilliams then opened fire on Boles. Boles was struck by police gunfire and died at the scene. Price's injury was described as minor, and he recovered.
.
Investigators recovered a 9mm semiautomatic handgun associated with Boles. The Kern County Sheriff's Office identified him as Jason Taylor Boles of Bakersfield and reported that he was pronounced dead at 12:13 p.m.
.
The Bakersfield Police Department released a critical-incident briefing containing surveillance footage, 911 audio and body-camera footage. The department publicly identified the three BPD officers who fired as Sgt. Dennis Eddy, Sgt. Ryan McWilliams and Officer Brandon Price. At the time, Eddy had approximately 22 years with BPD, McWilliams approximately 18 years and Price approximately five years.
.
The Los Angeles Police Department conducted a separate administrative investigation of its off-duty reserve officer's actions during the initial confrontation with Boles.
.
On 04/30/2025, Kern County District Attorney Cynthia Zimmer issued the completed criminal review of the Bakersfield officers' gunfire. The DA concluded that Eddy, McWilliams and Price acted in self-defense and defense of others and that there was no state criminal liability for their use of deadly force.
.
OFFICER BACKGROUND:
Sgt. Dennis Eddy had approximately 22 years with the Bakersfield Police Department at the time of Boles' killing. Eddy had a significant prior shooting in 2008, when he and Officer Joseph Cooley exchanged gunfire with 36-year-old Leon Anderson Jr. in Bakersfield. Anderson was killed, while Eddy was shot in the leg and also struck in the chest, where his ballistic vest stopped the bullet. Eddy returned fire during that fatal encounter.
.
Sgt. Ryan McWilliams had approximately 18 years with BPD when Boles was killed. McWilliams had previously been involved in a February 2019 police shooting of Anthony Markis Ramirez, who survived with major injuries. McWilliams and Detective Isaac Aleman fired multiple rounds during that encounter. A civil lawsuit alleged excessive force and battery and reported that Ramirez was left paralyzed. BPD's Critical Incident Review Board subsequently determined that McWilliams and Aleman acted within department policy and legal requirements.
.
Officer Brandon Price had approximately five years with BPD. During the Boles confrontation, Price was struck in his right calf by gunfire before he and McWilliams fired at Boles.
.
The Kern County District Attorney's 2025 review specifically evaluated the gunfire of Eddy, McWilliams and Price and concluded that all three officers' use of deadly force was legally justified.

Willie Lee Rankin III

Age :28

Gender :Male

Race : Black

Date : 08/24/2023

Location : President George Bush Turnpike near State Highway 78

City : Garland

County : Dallas

State : Texas

Agency : Rockwall County Sheriff’s Office

Officer(s) : Not disclosed

Cause of Death : Vehicle

Event : Driver killed by police chase crash after attempted stop of reportedly stolen vehicle

OPEN RECORDS SUMMARY :

On 08/24/2023, shortly after midnight, a Rockwall County Sheriff’s Office deputy was responding to an unrelated call along the Interstate 30 service road near T.L. Townsend Drive when the deputy observed three vehicles stopped together with their headlights off. The deputy notified another Rockwall County deputy about the vehicles.
.
The second deputy located the three vehicles as they traveled north on T.L. Townsend Drive. According to the Sheriff’s Office, the deputy observed the vehicles commit several traffic violations and activated the patrol vehicle's emergency lights in an attempt to stop them. The three vehicles then separated and traveled in different directions.
.
The deputy pursued a black Dodge Charger driven by Willie Lee Rankin III. The pursuit proceeded north on State Highway 205 from Rockwall County and then west on State Highway 78 through Wylie and Sachse toward Garland.
.
Authorities subsequently determined that the Dodge Charger had been reported stolen from Lewisville. The Rockwall County Sheriff’s Office said investigators believed all three vehicles initially encountered by the deputies were stolen.
.
As Rankin attempted to enter the President George Bush Turnpike in Garland, he lost control of the Charger. The vehicle left the roadway and struck a concrete barrier. Rankin and a female passenger were both fatally injured.
.
Rankin died as a result of the crash. The female passenger was transported from the scene and subsequently died from her injuries. Because both deaths resulted from the same Rockwall County Sheriff’s Office pursuit, each decedent requires a separate database record.
.
Contemporary reporting initially withheld both victims' identities pending notification of their families. Later secondary reporting identified the driver as Willie Lee Rankin III. The original law-enforcement account did not publicly identify the pursuing deputy.
.
OFFICER BACKGROUND:
The Rockwall County Sheriff’s Office deputy who pursued Rankin from Rockwall County through Wylie and Sachse and into Garland was not publicly identified in the reporting located for this update.

According to the Rockwall County Sheriff’s Office, the deputy observed several traffic violations and activated emergency lights to initiate a traffic stop. The three vehicles separated and drove in different directions, and the deputy pursued a black Dodge Charger.
.
The Dodge Charger was driven by Willie Lee Rankin III. The pursuit continued north on State Highway 205 and west on State Highway 78 through Wylie and Sachse toward Garland. .
An unidentified female passenger in the Charger was critically injured. She was transported to a hospital, where she subsequently died from her injuries. Contemporary reporting did not publicly identify her.
.
The available contemporary reporting identifies Rankin as the driver and the woman as his passenger. A much later secondary accident-report article published under the name of a personal-injury law firm identifies a 24-year-old Michael Madrid as one of the people killed and describes a woman as the driver. That account conflicts with the contemporary reporting and does not identify the official record on which its different identification is based.

Eric Duprey

Age :30

Gender :Male

Race : Latino/a/e

Date : 08/23/2023

Location : Aqueduct Avenue between West 190th Street and West 192nd Street

City : New York

County : Bronx

State : New York

Agency : New York City Police Department

Officer(s) : Sgt. Erik Duran

Cause of Death : Beaten/bludgeoned

Event : Driver killed after NYPD sergeant struck him with cooler during attempted arrest following undercover drug operation

OPEN RECORDS SUMMARY :

On 08/23/2023, at approximately 5:00 p.m., members of the New York City Police Department Narcotics Borough Bronx Tactical Response Unit were conducting an undercover buy-and-bust operation on Aqueduct Avenue between West 190th and West 192nd streets. According to the New York Attorney General's subsequent prosecution, Eric Duprey, 30, sold a small quantity of cocaine to an undercover NYPD officer. Plainclothes officers then moved in to arrest him.
.
Duprey got onto a motorized scooter and drove down the sidewalk as officers attempted to arrest him. NYPD Sgt. Erik Duran, who was participating in the narcotics operation, was positioned along Duprey's path.
.
As Duprey approached, Duran grabbed a picnic cooler from a nearby table and forcefully threw it at Duprey's head. The cooler struck Duprey and caused him to lose control of the scooter at high speed and crash.
.
Duprey suffered fatal injuries and was pronounced dead at the scene. The New York Attorney General's Office of Special Investigation opened an investigation because Duran's actions had directly preceded and potentially caused Duprey's death.
.
NYPD suspended Duran following the killing and subsequently placed him on modified duty. On 01/23/2024, New York Attorney General Letitia James announced that a Bronx County grand jury had indicted Duran on second-degree manslaughter, first- and second-degree assault, and criminally negligent homicide charges. The indictment alleged that Duran recklessly caused Duprey's death by striking him with a blunt object.
.
Duran elected to have the criminal case decided in a bench trial rather than by a jury. On 02/06/2026, Bronx Supreme Court Judge Guy Mitchell found Duran guilty of second-degree manslaughter for causing Duprey's death.
.
On 04/09/2026, Judge Mitchell sentenced Duran to three to nine years in state prison. By sentencing, the Attorney General identified Duran as a former NYPD sergeant. The conviction made this a rare case in which an NYPD officer was criminally convicted and sentenced to prison for an on-duty killing.
.
On 04/17/2026, a state appellate judge granted Duran release on $300,000 bail while he appeals his manslaughter conviction. His conviction and three-to-nine-year prison sentence remain in place while the appeal proceeds.
.
OFFICER BACKGROUND:
Erik Duran was an NYPD sergeant assigned to the Narcotics Borough Bronx Tactical Response Unit when he killed Duprey. He was an undercover member of the unit and was participating in the buy-and-bust operation when he threw the cooler.
.
A publicly released New York City Civilian Complaint Review Board investigative record also documents Duran's involvement in a separate November 2021 civilian encounter in the Bronx. In that case, a civilian alleged abuse of authority involving Duran and other NYPD officers. The CCRB investigation included an allegation that Duran failed to provide the civilian with a business card.
.
Duran was indicted in January 2024 and convicted of second-degree manslaughter on 02/06/2026. On 04/09/2026, he received a three-to-nine-year prison sentence.
.
Duran is no longer an NYPD officer. Following his conviction, he was dismissed from the department.
.
Duran is currently appealing his conviction. An appellate judge released him on $300,000 bail on 04/17/2026 while that appeal proceeds.

Location : Foster Drive and Lake Shore Drive, Lewis Lake community

City : Union Dale

County : Susquehanna

State : Pennsylvania

Agency : Pennsylvania State Police

Officer(s) : Unknown

Cause of Death : Gunshot

Event : Killed by police under undisclosed circumstances

OPEN RECORDS SUMMARY :

On 08/23/2023, at approximately 6:55 p.m., Pennsylvania State Police troopers were dispatched to the Lewis Lake community in Herrick Township near Union Dale after an officer of the Lewis Lake Association reported a suspicious vehicle. The association officer reported that the vehicle was trespassing and that its driver did not want to leave the property.
.
Troopers encountered 57-year-old Joseph Michael Rothka of Jefferson Township inside his vehicle in the area of Foster Drive and Lake Shore Drive. According to Pennsylvania State Police, Rothka had multiple firearms inside the vehicle.
.
Police alleged that Rothka did not comply with commands to get out of the vehicle. Troopers further reported that Rothka possessed one of the firearms and that they ordered him to drop the weapon.
.

Jamie David Overstreet

Age :36

Gender :Male

Race : Black

Date : 08/23/2023

Location : 1389 Marion Drive North

City : Columbus

County : Franklin

State : Ohio

Agency : Killed by police during foot pursuit after attempted arrest for alleged protection-order violation

Officer(s) : Luke Stickle

Cause of Death : Gunshot

Event : Killed by police during arrest

OPEN RECORDS SUMMARY :

On 08/23/2023, at approximately 10:40 p.m., Columbus Division of Police officers responded to the 1100 block of Rendezvous Lane after Jamie David Overstreet's estranged wife reported that he was violating a protection order. Police were also advised that Overstreet had outstanding warrants involving alleged protection-order violations. The Ohio Bureau of Criminal Investigation later documented that police records contained a special-circumstance notation from a previous encounter referring to "Suicide by Cop."
.
Officers encountered Overstreet driving away from the area and attempted to stop him. Overstreet continued driving while Columbus police pursued. The BCI investigation established that a supervisor subsequently ordered the vehicle pursuit canceled. A Columbus police helicopter continued tracking Overstreet's vehicle from the air after the ground pursuit was terminated.
.
While being tracked by the police helicopter, Overstreet's vehicle was involved in multiple collisions. Contemporary police reporting specifically documented a collision near Parsons Avenue and Corr Road. The vehicle eventually became disabled approximately five miles from where police had initially attempted to stop Overstreet.
.
Overstreet got out of the vehicle near Marion Drive North and ran. Columbus police officers Andrew Durr, Sean Evans, Duane Derwacter and Kraig Gibson pursued him on foot through the Marion Drive apartment complex while ordering him to stop.
.
According to police accounts documented by BCI, Officer Luke Stickle alleged that he saw a firearm in Overstreet's right hand and saw Overstreet raise it while running. Stickle fired five rounds at Overstreet in rapid succession. Overstreet fell to the ground, after which officers handcuffed him and provided medical aid.
.
Investigators recovered a Taurus Spectrum .380-caliber semiautomatic pistol from the ground. BCI reported that the magazine appeared broken, there was no ammunition in the chamber or magazine, and three .380-caliber cartridges along with components of the magazine were recovered nearby. BCI firearms examination also determined that five 9mm cartridge cases recovered at the scene had been fired from the police handgun assigned to the shooting officer.
.
The Franklin County Coroner subsequently determined that Overstreet sustained a single gunshot wound to his back. Despite Stickle firing five rounds, only one bullet struck Overstreet. He was transported to Grant Medical Center. BCI-obtained hospital records show that Overstreet arrived at 11:35 p.m. on August 23 and was pronounced dead at 11:42 p.m.
.
The Ohio Bureau of Criminal Investigation conducted the independent investigation. BCI reviewed body-camera, dash-camera and surveillance video; police helicopter and vehicle-location information; radio, 911 and dispatch records; physical and firearms evidence; the autopsy and medical records; and the shooting officer's personnel, training and disciplinary records.
.
BCI completed its investigation and submitted the case for prosecutorial review. In September 2024, a Franklin County grand jury declined to indict the Columbus police officer for Overstreet's killing.
.
Overstreet's estate subsequently filed a federal civil-rights lawsuit challenging the use of deadly force. Columbus and BCI initially continued withholding the shooting officer's identity under Ohio's Marsy's Law. In December 2024, a federal magistrate judge ordered BCI to provide unredacted investigative records identifying the officers, and in March 2025 the federal district court rejected BCI's effort to overturn that order.
.
The litigation ultimately publicly identified Columbus Police Officer Luke Stickle as the officer who shot Overstreet. The federal case, Joelle New, Administrator of the Estate of Jamie Overstreet v. Luke Stickle, alleges that Stickle used unconstitutional deadly force. Those civil allegations are distinct from the 2024 grand jury's decision not to bring criminal charges.
.
OFFICER BACKGROUND:
Luke Stickle was a Columbus Division of Police officer with approximately three years of service when he shot Jamie Overstreet. Columbus initially withheld Stickle's name under Marsy's Law, publicly describing the shooting officer only as a three-year department veteran.
.
Stickle fired five rounds during the foot pursuit. The Franklin County Coroner determined that Overstreet was struck once, with the fatal bullet entering his back. BCI's firearms investigation linked the five recovered 9mm cartridge cases to Stickle's police handgun.
.
A Franklin County grand jury reviewed the shooting in 2024 and declined to criminally indict Stickle.
.
Overstreet's estate filed federal civil-rights litigation over the killing. BCI resisted disclosing the officers' identities, but a federal judge ultimately required disclosure of the unredacted investigative information. The litigation thereafter identified Stickle by name as the defendant officer.
.
In December 2025, Chief U.S. District Judge Sarah D. Morrison granted Stickle's motion to dismiss the remaining state-law claims against him. The court's order identifies Stickle as the officer who shot Overstreet and describes the case as arising from Overstreet's August 2023 death.

City : Cabarrus

County : Cabarrus

State : North Carolina

Agency : Cabarrus County Sheriff’s Office

Officer(s) : Not disclosed

Cause of Death : Gunshot

Event : Killed by police during arrest

OPEN RECORDS SUMMARY :

On 08/23/2023, at approximately 4:49 p.m., Cabarrus County Sheriff’s Office deputies responded to an address on Odell School Road near Poplar Tent Road in Concord after learning that 34-year-old Andrew James Marlow was at the residence and had multiple active felony warrants.
.
The outstanding warrants included two counts of possession of a stolen firearm, two counts of larceny of a firearm, three counts of felony breaking and/or entering, one count of larceny of a motor vehicle and one count of obtaining property by false pretenses. Because the warrants involved firearms and deputies considered the arrest potentially high risk, the Cabarrus County Sheriff’s Office deployed its Special Response Team.
.
Special Response Team deputies approached Marlow to take him into custody. According to the Cabarrus County Sheriff’s Office, Marlow displayed a firearm and pointed it toward deputies. Deputies then opened fire on Marlow. The allegation that Marlow pointed the weapon is based on the Sheriff’s Office account of the encounter.
.
A neighbor reported hearing approximately 15 to 20 gunshots and said police had a drone operating overhead during the tactical response. The available reporting does not establish how many deputies fired or how many rounds each deputy discharged.
.
Deputies attempted lifesaving measures after the shooting, but Marlow died at the scene.
.
The North Carolina State Bureau of Investigation assumed responsibility for investigating the fatal shooting. The Cabarrus County Sheriff’s Office also opened a separate internal investigation, and the deputies involved were placed on administrative leave. The Sheriff’s Office stated that the SBI investigation would be forwarded to the District Attorney’s Office for review.
.
OFFICER BACKGROUND:
The Cabarrus County Sheriff’s Office did not identify the Special Response Team deputies who fired at Marlow in the available public reporting.

William Hardison

Age :63

Gender :Male

Race : Black

Date : 08/23/2023

Location : 4800 block of Broad Street

City : Pittsburgh

County : Allegheny

State : Pennsylvania

Agency : Allegheny County Sheriff’s Office; Pittsburgh Bureau of Police

Officer(s) : Not disclosed

Cause of Death : Gunshot

Event : Sovereign citizen killed by police during eviction

OPEN RECORDS SUMMARY :

On 08/23/2023, 63-year-old William Hardison Sr. was killed by police following an hours-long armed standoff at a house in the 4800 block of Broad Street in Pittsburgh's Garfield neighborhood. The confrontation began when Allegheny County Sheriff’s Office deputies arrived shortly before 11:00 a.m. to execute a court-ordered eviction.
.
The property had belonged to Hardison's brother, who died several years earlier. The property was subsequently sold at a tax sale. Hardison continued living in the house and disputed the legal authority of the courts and government to remove him.
.
Hardison identified with sovereign citizen ideology. His social-media activity and statements reflected sovereign-citizen beliefs concerning government authority and property rights, and reporting following his death described his adherence to the movement as relevant to his refusal to recognize the eviction order.
.
According to law enforcement, deputies announced themselves and attempted to serve the eviction order. Police alleged that Hardison opened fire from inside the residence as deputies attempted to enter. Deputies withdrew and requested additional assistance.
.
The confrontation developed into a large-scale police response involving the Pittsburgh Bureau of Police and multiple tactical teams. Authorities evacuated neighboring residences and closed streets surrounding the property while Hardison remained barricaded inside.
.
Police reported that Hardison repeatedly fired from the house during the standoff. Hundreds of rounds were reportedly exchanged during the confrontation, with periods of intense gunfire audible throughout the neighborhood. Police used armored vehicles during the response, and authorities attempted to communicate with Hardison and persuade him to surrender.
.
The standoff continued for approximately six hours. Police eventually observed Hardison leaving the residence and entering the yard while armed. According to police, Hardison continued firing at officers. Police opened fire and struck him.
.
Hardison was pronounced dead following the police gunfire. No law-enforcement officers were killed during the prolonged exchange. The Allegheny County Police Department assumed responsibility for investigating the fatal police shooting.
.
Hardison's death prompted a vigil in the Garfield neighborhood. Some neighbors and people who knew him described him as a longtime neighborhood resident and questioned whether the eviction could have been handled differently before escalating into the fatal confrontation.
.
OFFICER BACKGROUND:
Multiple Allegheny County Sheriff's deputies and Pittsburgh police officers participated in the armed confrontation.

Joan de Jesus Rodriguez-Godinez

Age :21

Gender :Male

Race : Latino/a/e

Date : 08/23/2023

Location : East Colfax Avenue and North Havana Street

City : Aurora

County : Arapahoe

State : Colorado

Agency : Aurora Police Department

Officer(s) : Caleb Joseph Parrella

Cause of Death : Gunshot

Event : Killed by police while fleeing after confrontation with alleged thief

OPEN RECORDS SUMMARY :

On 08/23/2023, at approximately 2:31 a.m., 21-year-old Joan de Jesus Rodriguez-Godinez was at a bus stop at the southwest corner of East Colfax Avenue and North Havana Street in Aurora. Aurora Police Officers Caleb Parrella and Kevin Carbajal were parked nearby monitoring the intersection through the city's MESH surveillance-camera system.
.
Parrella observed Rodriguez-Godinez and 32-year-old Dominique Harris arguing over a backpack. The subsequent police investigation determined that Harris was attempting to take Rodriguez-Godinez's backpack. Harris was later issued a summons for misdemeanor theft.
.
According to police, Rodriguez-Godinez produced a handgun during the confrontation and pointed it at Harris. Parrella and Carbajal drove toward the bus stop after observing the confrontation on the surveillance camera.
.
Rodriguez-Godinez ran as the officers approached. Parrella got out of his patrol vehicle and ordered Rodriguez-Godinez to put his hands in the air. Rodriguez-Godinez continued running. The District Attorney's subsequent review found that Rodriguez-Godinez turned toward Parrella while running but expressly stated that it was unclear whether Rodriguez-Godinez had the gun in his hand or was reaching toward it in his waistband.
.
Parrella fired at Rodriguez-Godinez, striking him. Police Chief Art Acevedo stated after reviewing body-camera footage that Rodriguez-Godinez did not appear to have fired at police.
.
Rodriguez-Godinez remained on the ground after being shot. Officers did not immediately approach him, waiting approximately four minutes for additional officers to arrive before providing medical assistance. He was transported to a hospital and died approximately 20 minutes later.
.
The Arapahoe County Coroner determined that Rodriguez-Godinez suffered a gunshot wound entering the back-left portion of his arm, exiting the inner arm and re-entering the left side of his chest. The bullet was recovered from his right lung. The coroner determined the cause of death was the gunshot wound of the left arm and chest and classified the manner of death as homicide.
.
The 18th Judicial District Critical Incident Response Team investigated the killing. District Attorney John Kellner subsequently reviewed body-camera and surveillance video, forensic evidence, dispatch and radio records, witness interviews and officer statements. On 04/23/2024, Kellner announced that Parrella would not face criminal charges, concluding that his use of deadly force was legally justified.
.
OFFICER BACKGROUND:
Caleb Joseph Parrella had approximately four years of service with the Aurora Police Department when he killed Rodriguez-Godinez. Kevin Carbajal-Vazquez responded with Parrella but did not fire his weapon.
.
Parrella had previously been named as a defendant in federal civil-rights litigation arising from the June 2020 police response to a violin vigil honoring Elijah McClain. The lawsuit alleged that Parrella was among Aurora officers who used force against people attending the vigil and specifically alleged that he jabbed and struck multiple participants with his baton. Those were civil allegations rather than criminal findings.
.
Parrella was also named as a defendant in a separate federal civil-rights lawsuit filed by Antonio Johnson on 08/17/2023, six days before Parrella killed Rodriguez-Godinez. The case named the City of Aurora, Parrella and Officer Brendan Daves as defendants.

Kyeiree V. Myers

Age :28

Gender :Male

Race : Black

Date : 08/23/2023

Location : Illinois Route 162 at Mockingbird Lane

City : Granite City

County : Madison

State : Illinois

Agency : Washington Park Police Department; Pontoon Beach Police Department

Officer(s) : Unknown

Cause of Death : Vehicle

Event : Killed by police vehicle after being shot by police during attempted detention

OPEN RECORDS SUMMARY :

On 08/23/2023, at approximately 10:52 p.m., a Fairmont City Police Department officer initiated a traffic stop on a vehicle on Illinois Route 203 near Collinsville Road in Fairmont City. Shortly before the stop, 28-year-old Kyeiree V. Myers of St. Louis had exited the vehicle and was walking near the roadway. Illinois State Police did not identify Myers as the driver of the vehicle that was stopped.
.
A Washington Park Police Department officer arrived to assist the Fairmont City officer and approached Myers. According to Illinois State Police, Myers ran and the Washington Park officer pursued him on foot. Police reported that Myers and the officer became involved in a physical struggle and that Myers broke away from the officer and gained access to the Washington Park police vehicle.
.
Police alleged that Myers took the Washington Park squad car and drove it into a pillar near the Washington Park officer. The officer fired his gun at Myers and struck him while Myers was inside the police vehicle. Despite being wounded by the officer's gunfire, Myers drove away in the squad car.
.
Illinois State Police issued an emergency radio broadcast concerning the stolen police vehicle, and officers from multiple agencies began searching for Myers.
.
At approximately 11:00 p.m., about eight minutes after the initial traffic stop, Myers exited the Washington Park police vehicle on Illinois Route 162 at Mockingbird Lane in Granite City. According to Illinois State Police, Myers was lying in the roadway.
.
A Pontoon Beach Police Department officer driving a police vehicle struck Myers while he was lying in the roadway. A passing civilian motorist also struck Myers. Myers was pronounced dead at the scene.
.
The circumstances therefore involved two separate uses of force by police within minutes: a Washington Park officer shot Myers during the encounter in Fairmont City, and a Pontoon Beach officer subsequently struck Myers with a police vehicle in Granite City. Illinois State Police investigated the death.
.
Myers' family subsequently disputed the police account and sought additional information about his death. A petition organized by his family described Myers as unarmed and stated that he was not a target of the investigation when the initial encounter began. The family said it had not received adequate answers about the circumstances surrounding his killing.
.
OFFICER BACKGROUND:
The Illinois Attorney General later addressed a public-records dispute involving the St. Clair County State's Attorney's Office concerning records of police-involved deaths. Kyeiree Myers' death was specifically cited as a case involving a man who had been shot by Washington Park police and subsequently struck by two vehicles. The Attorney General's December 2024 opinion discussed the statutory requirement for review of police-involved death investigations and public release of a report when prosecution is declined.

Tristan Channing Secor

Age :19

Gender :Male

Race : White

Date : 08/22/2023

Location : Jefferson Avenue SW and Division Street

City : Bemidji

County : Beltrami

State : Minnesota

Agency : Beltrami County Sheriff’s Office

Officer(s) : Unknown

Cause of Death : Vehicle

Event : Driver killed by police chase crash after attempted stop for speeding

OPEN RECORDS SUMMARY :

On 08/22/2023, at approximately 11:20 p.m., a Beltrami County Sheriff’s Office deputy was on routine patrol traveling east on Carr Lake Road SW in Bemidji Township when the deputy saw a group of motorcycles turn west onto Carr Lake Road SW from Washington Avenue South. According to Sheriff Jason Riggs, the motorcycles accelerated to more than 70 mph in a posted 55-mph zone.
.
The deputy turned around and attempted to stop the motorcycles for speeding, activating the patrol vehicle's emergency lights and siren. The deputy pursued the motorcycles and eventually traveled north on Jefferson Avenue SW. By that point, only one motorcycle remained visible to the pursuing deputy. The rider was 19-year-old Tristan Channing Secor of Bemidji.
.
As the pursuit reached the U.S. Highway 2 overpass on Jefferson Avenue, a second Beltrami County deputy observed Secor's motorcycle traveling at more than 100 mph. Secor's motorcycle was increasing its distance from the pursuing deputy.
.
As Secor approached the roundabout at Jefferson Avenue SW and Division Street, the pursuing deputy lost sight of his motorcycle. Shortly afterward, deputies located the crashed motorcycle north of the roundabout.
.
Deputies and a Minnesota State Patrol trooper found Secor in the grassy area of the roundabout and immediately began lifesaving measures. Emergency medical personnel and a medical helicopter were requested, but the helicopter was unable to respond because of weather conditions.
.
