On the morning of July 13, 2025, El Paso police officers responded to multiple 911 calls reporting a man behaving erratically and climbing over the barrier along Interstate 10 near Yarbrough Drive. The man was identified as 30-year-old Xavier Guadalupe Hernandez. Eyewitnesses stated that Hernandez appeared to be in distress and was attempting to jump off the overpass, prompting an emergency mental health intervention response.
When officers arrived, they found Hernandez perched on the highway barrier. Police negotiators attempted to talk him down, but according to the El Paso Police Department, he became physically combative and noncompliant as officers approached him. After a brief verbal engagement, police deployed a Taser, aiming to subdue him without lethal force.
Following the Taser deployment, Hernandez became unresponsive. Officers began CPR and emergency medical aid at the scene until paramedics arrived. He was transported to Del Sol Medical Center, where he was pronounced dead shortly after arrival.
The Texas Rangers and the El Paso Police Department’s Crimes Against Persons Unit have launched parallel investigations into the use of force. An internal affairs review is also underway, and the names of the involved officers have not been released. Officials have not confirmed how many times the Taser was deployed or whether body camera footage exists or will be made public.
Attorney Gabriel Perez, representing Hernandez’s family, told local media that they were shocked and devastated by his death, emphasizing that Xavier was in the midst of a mental health crisis and needed help—not force.
