A Rockwall county deputy saw a Dodge Charger along with 2 other vehicles pulled over with their headlights off on the I-30 and took up chase. Police escalated the chase until the vehicle crashed into the median, killing the driver Willie Lee Rankin III. A female passenger died in the hospital later.
