Michael Wayne Jackson was walking on a sidewalk in the Sunnyside neighborhood around 5:40 p.m. when Houston Police Department officers engaged in a high-speed chase of carjacking suspects. Officer Orlando Hernández, driving between 80 and 100 mph on a rain-slicked street, swerved to avoid stopped vehicles, jumped the curb, and struck Jackson. The impact threw him into a dumpster, killing him instantly. The posted speed limit was 40 mph. Hernández was suspended for 30 days. A grand jury declined to indict him on criminally negligent homicide charges.
