On 08/14/2025, at approximately 10:00 a.m., deputies from the Harris County Precinct 4 Constable’s Office responded to a child custody dispute at a home in the 11000 block of Tanglehead Court in northwest Harris County. Rafael Rodriguez, 78, was involved in a long-running custody conflict over his grandchildren following the death of his daughter. During the encounter, Rodriguez confronted his son-in-law, Franklin Portillo, who was outside with his two children. Rodriguez shot Portillo in the head, killing him. A deputy opened fire on Rodriguez, striking him. Portillo was pronounced dead at the scene, while Rodriguez was transported to a hospital in critical condition and later died of his injuries. The deputy has been placed on administrative leave pending investigation. The Harris County Sheriff’s Office is conducting an independent investigation. Rodriguez’s daughter stated that her father was motivated by love for his grandchildren, describing him as “the best man.”
