n 08/27/2025, Florence County EMS responded to a domestic call at a residence on Anderson Field Road in Effingham. Florence County sheriff’s deputies were called after gunfire was reported at the scene. The man involved was subsequently identified by Florence County Coroner Keith von Lutcken as 30-year-old Justin Craig Lowery.

According to Sheriff T.J. Joye, the incident began when Lowery allegedly fired at an ambulance. Authorities also alleged that Lowery fired toward his mother during the incident. Deputies responded to the residence and the encounter developed into an hours-long barricade while police attempted to negotiate with Lowery.

Police alleged that Lowery was armed and threatened to kill officers if they approached. More than 20 law-enforcement personnel were involved as police surrounded the residence and attempted to resolve the barricade.

SLED’s subsequent account clarified an important part of the sequence. Lowery eventually left the residence while carrying a firearm and walked to the intersection of Anderson Field Road and U.S. Highway 52. The fatal shooting therefore occurred at the intersection rather than inside the residence where the barricade began.

At the intersection, Lowery encountered a Florence County sheriff’s deputy. Coroner von Lutcken said Lowery approached police in a threatening manner while armed. During that encounter, the deputy opened fire and shot Lowery. Publicly released information does not provide a more detailed description of Lowery’s movements immediately before the deputy fired.

Lowery was transported to a hospital, where he was pronounced dead. An autopsy was scheduled at the Medical University of South Carolina.

Lowery’s full identity is independently confirmed by his obituary as Justin Craig Lowery, born October 16, 1994, and killed August 27, 2025, at age 30. Lowery was a former U.S. Marine and, notably, had previously worked as a Florence County sheriff’s deputy after graduating from the South Carolina Criminal Justice Academy in 2019.

The South Carolina Law Enforcement Division opened an independent investigation at the request of the Florence County Sheriff’s Office. SLED classified the incident as the Florence County Sheriff’s Office’s first fatal police shooting of 2025.
