OPEN RECORDS SUMMARY :

On 08/31/2025, 38-year-old Dontise Ahmond Rondel Oliver died from a self-inflicted gunshot wound during an hours-long police standoff at his apartment near Barney and Richard streets in South Wilkes-Barre.
.
The police action began after Wilkes-Barre officers went to Geisinger Wyoming Valley Medical Center late the previous night to investigate a woman who had been treated for serious injuries. According to court records, the woman reported that Oliver, with whom she had an on-and-off relationship, had physically and sexually assaulted her inside his apartment. She alleged that Oliver beat her with a cord, forced her to wear a gag while music was playing, assaulted her in a shower and sexually assaulted her. She also told investigators that Oliver had threatened to kill her and had talked about getting into a shootout with police before killing himself.
.
Based on the woman's allegations, Wilkes-Barre police obtained a warrant and went to Oliver's apartment on Sunday. Police alleged that as officers attempted to enter the residence, Oliver fired a gun toward them. Officers withdrew, surrounded the residence and requested assistance from the Pennsylvania State Police Special Emergency Response Team.
.
The police response expanded substantially during the standoff. Pennsylvania State Police SERT deployed specialized equipment that included an armored vehicle, helicopter, drone and robotic device while police attempted to establish contact with Oliver. Numerous surrounding streets were closed, and the operation disrupted access to nearby Geisinger South Wilkes-Barre.
.
Police continued attempts to resolve the barricade for several hours. After officers eventually entered the apartment, they found Oliver dead from what authorities initially described as an apparent self-inflicted gunshot wound. Subsequent court-record reporting identified Oliver and confirmed that he had died by suicide.
.
Oliver's identity is independently confirmed by his obituary. Dontise Ahmond Rondel Oliver, also known as “Donnie Whop,” was born June 22, 1987, and died August 31, 2025, in Wilkes-Barre. He was 38 and the father of three daughters.
.
The circumstances surrounding Oliver's death fit the database category of suicide under police duress because his suicide occurred while his residence was surrounded by Wilkes-Barre police and Pennsylvania State Police SERT during an active, hours-long armed barricade.
.
OFFICER BACKGROUND
The individual Wilkes-Barre officers and Pennsylvania State Police SERT troopers involved in the standoff have not been publicly identified.
