OPEN RECORDS SUMMARY :

On 08/11/2023, at approximately 7:30 p.m., Saginaw Police Department officers responded to a domestic violence call at a residence in the 3400 block of Sheridan Avenue. Officers reported that 58-year-old Thomas C. Baskin, a military veteran, had assaulted a woman inside the home. When officers arrived, Baskin barricaded himself inside the residence while armed with a handgun. Michigan State Police troopers responded to assist Saginaw police with the standoff.
During the standoff, Baskin fired multiple rounds from inside the residence toward officers. After remaining barricaded for an extended period, he came outside while still armed and again fired toward police. Multiple Michigan State Police troopers returned fire, striking Baskin. Emergency medical personnel responded, but Baskin died at the scene.
The Michigan State Police investigated the shooting. Saginaw County Prosecutor John McColgan Jr. reviewed the investigative file and, on 10/17/2023, concluded that the troopers' use of deadly force was legally justified under Michigan law after determining Baskin fired at officers during the encounter. The prosecutor did not publicly identify the troopers who fired their weapons.
The investigation included body-worn camera footage and other evidence reviewed by the prosecutor before the charging decision. No troopers were criminally charged in connection with the shooting.
