OPEN RECORDS SUMMARY :
On 08/11/2023, at approximately 5:33 p.m., two Chicago Police Department officers assigned to the 22nd District were patrolling near the 1100 block of West 111th Street in the Morgan Park neighborhood when they encountered 30-year-old Louis C. Gordon-Hay. Officers attempted to stop him, and he ran into a nearby residence while officers pursued him on foot.
Inside the residence, a struggle occurred between Gordon-Hay and the officers. During the encounter, the officers fired their weapons, striking Gordon-Hay twice. Officers requested emergency medical assistance, but he was pronounced dead. A handgun was recovered at the scene.
The Civilian Office of Police Accountability (COPA) assumed responsibility for the investigation. In September 2023, COPA released body-worn camera video, third-party surveillance footage, 911 recordings, and other investigative materials documenting the encounter.
On June 4, 2026, COPA released its Final Summary Report concluding that the officers' use of deadly force complied with department policy. The report found the officers acted lawfully during the struggle inside the residence.
