OPEN RECORDS SUMMARY :
On 08/09/2023, shortly before 7:30 a.m., Osceola Police Department officers responded to an armed robbery at a convenience store on West Keiser Avenue. Investigators later stated that surveillance video showed 33-year-old Kevion Jones entering the business carrying an AK-47-style rifle before leaving the store. Officers received information about his location a short time later and responded to a residence in the 1000 block of West Keiser Avenue.
When officers arrived, they encountered Jones outside the residence. According to the Arkansas State Police investigation, officers repeatedly ordered him to show his hands. Jones instead raised the rifle toward the officers. Sgt. Jonathan Wofford and Officer Charles Collard fired their weapons, striking Jones. Emergency medical personnel responded, but he died at the scene. The Arkansas State Police Criminal Investigation Division assumed responsibility for the investigation.
On 08/21/2023, Arkansas State Police submitted the completed investigative file to Second Judicial District Prosecuting Attorney Sonia F. Hagood. On 08/28/2023, Hagood concluded that Sgt. Wofford and Officer Collard were legally justified in using deadly force under Arkansas law and declined to file criminal charges.
Family members stated that Jones had struggled with mental illness and questioned the shooting. Public reporting reviewed through August 2026 did not identify any civil wrongful-death lawsuit arising from the incident.
