REASON FOR CHASE: Passenger killed during defective-headlight and traffic-violation pursuit

NARRATIVE:
On 04/02/2021 at approximately 8:30 p.m., Jasmine Simone Hayes, 28, of Palmetto was a passenger in a Kia Forte traveling near the Interstate 85 exit at Weldon Road when Coweta County sheriff’s deputies noticed the vehicle had a defective headlight. A deputy followed and saw the Kia illegally pass a vehicle stopped at a red light before turning onto Collinsworth Road. The deputy activated emergency lights and siren and attempted a traffic stop.

The driver continued away while deputies pursued. The Kia crossed double-yellow lines while passing other vehicles and reached approximately 70 mph in a 45-mph zone. The pursuit covered approximately 1.7 to two miles and lasted one minute and 41 seconds.

Deputies lost sight of the Kia as it approached the Fulton County line. The vehicle subsequently left the roadway and crashed into a tree near Fayetteville Road and Taylor Circle. Hayes was ejected from the vehicle and killed. The driver, Jamaal Willis-Powell, 30, was trapped in the wreckage and also died.

Authorities subsequently reported that Hayes was wanted by the Palmetto Police Department on obstruction, theft-by-receiving and weapons charges. Those warrants were not identified as the reason Coweta deputies initiated the traffic stop and pursuit.

The Georgia State Patrol investigated the fatal crash. Coweta County Sheriff’s Office later released body-camera footage showing the pursuit.
