OPEN RECORDS SUMMARY :
Poplar Bluff PD responded to a wellness check on a man reportedly lying under a vehicle in the 1000 block of Park Ave. around 8:28 p.m. The officer noticed the vehicle’s registration was stolen, which was a report he had just taken. As the officer approached, Michael Ruzycky got in the vehicle and locked himself inside.A second officer arrived on scene and EMS personnel was requested. Ruzycky barricaded himself inside the vehicle, refused verbal commands to roll down the window and began revving the engine.Ruzycky accelerated, in reverse. Police shot and killed him.
