OPEN RECORDS SUMMARY :
On October 25, 2025, around 1:42 a.m., officers from the Manchester Police Department attempted to stop a vehicle on Center Street for misuse of a marker plate. The driver did not stop and fled toward Interstate 84 westbound. Officers deployed stop sticks on the on-ramp, puncturing the vehicle’s tires, but the driver continued. While on the highway the driver opened fire at officers, striking at least one patrol cruiser. A Manchester officer returned fire and struck the driver. Emergency personnel transported Samuel Lee, 39, to Hartford Hospital. His condition was reported as non-life-threatening. The state Office of the Inspector General and the Connecticut State Police are investigating the incident.
