OPEN RECORDS SUMMARY :

On 03/20/2021, Juan Montes Dominguez was killed along with Simranjit Kaur and Navneet Kaur when a Chevrolet Camaro fleeing a Fresno County Sheriff's Office deputy caused a fiery multi-vehicle collision at Cedar Avenue and McKinley Avenue in Fresno.

At approximately 11:05 p.m., a Fresno County sheriff's deputy observed the black Chevrolet Camaro driven by Francisco Antonio Portillo traveling at high speed after exiting Highway 41. The deputy observed the Camaro fishtail onto McKinley Avenue and activated the patrol vehicle's emergency lights and siren to conduct a traffic stop for reckless driving.

Portillo accelerated eastbound on McKinley Avenue rather than stopping. During the pursuit, the Camaro reached approximately 100 mph.

The deputy discontinued the pursuit near First Street and McKinley Avenue after Portillo drove through a red traffic signal at high speed. The Camaro continued east after the deputy backed away.

Approximately two blocks later, Portillo entered the intersection of Cedar Avenue and McKinley Avenue and caused a multi-vehicle collision involving at least seven vehicles. The deputy witnessed the crash after discontinuing the pursuit.

Several vehicles caught fire following the collision. Deputies arriving at the crash found three vehicles fully engulfed in flames. Juan Montes Dominguez, Simranjit Kaur and Navneet Kaur sustained fatal injuries, while five other people suffered substantial injuries.

The Fresno Police Department investigated the collision and determined that Portillo had been driving under the influence of alcohol and marijuana. His blood-alcohol concentration was measured at .09%, and he tested positive for THC.

DISPOSITION:
Francisco Antonio Portillo pleaded no contest on 10/05/2023 to charges arising from the crash. On 12/05/2023, Fresno County Superior Court Judge Charles Lee sentenced Portillo to 19 years and four months in state prison for gross vehicular manslaughter while intoxicated causing three deaths and injuries to five other people.
