NARRATIVE:
On 03/24/2021 at approximately 7:12 a.m., Culver City police responded to the Baldwin Hills Scenic Overlook in the 9500 block of Jefferson Boulevard after a witness reported a man looking into parked vehicles, breaking into two of them and taking property including a backpack. The witness also reported that the man apparently entered a silver Lexus, manipulated wires inside it and drove away in the vehicle.

Officers located the Lexus near Obama Boulevard and Hauser Boulevard and attempted a traffic stop. Parker continued away and police pursued. At La Brea Avenue and Obama Boulevard, the Lexus collided with an uninvolved vehicle. That driver suffered minor injuries. Parker continued driving while officers remained at the collision.

Culver City police subsequently terminated the pursuit because Parker's driving was creating a danger to the public. After officers stopped pursuing, Parker continued away in the Lexus.

Police later learned that the Lexus had left the roadway near Overhill Drive and Springdale Drive and struck a tree. Parker was trapped inside the wreckage. Los Angeles County firefighters and sheriff's deputies responded, and Parker was pronounced dead at the scene. No other person was injured in the final collision.

The Los Angeles County Medical Examiner subsequently identified the deceased driver as Arthur Parker Jr., 35. Westside Today reported Parker as a Black man. The California Highway Patrol and Los Angeles Police Department handled the traffic-collision investigations.

The officers who initiated and participated in the pursuit were not identified in the contemporaneous reporting. No pertinent wrongful-death lawsuit, family protest, or later disciplinary proceeding connected to Parker's death was located in the additional public reporting reviewed for this update.
