NARRATIVE:
On 05/08/2021 shortly before 8:00 p.m., Kondwani Rogers, 29, of Frederick County was driving a 2003 Cadillac south on Martinsburg Pike (U.S. 11) when Frederick County Sheriff's Deputy R.W. Marcelle observed the Cadillac near Welltown Road. The Sheriff's Office alleged Rogers was driving recklessly, passing vehicles on the shoulder and traveling at speeds exceeding 100 mph. Marcelle activated his emergency lights and siren and pursued Rogers toward Winchester. (winchesterstar.com)

Rogers continued south before turning onto North Frederick Pike (U.S. 522). Police alleged he continued driving at more than 100 mph and crossed into opposing traffic. Near Route 37, the Cadillac sideswiped a Honda Civic and then collided head-on with a Chevrolet Trailblazer. The Cadillac overturned and caught fire. Rogers was trapped inside and pronounced dead at the scene. (winchesterstar.com)

The Trailblazer driver was transported to Winchester Medical Center with serious but non-life-threatening injuries. The Honda driver declined medical treatment. The collision closed North Frederick Pike for several hours while Virginia State Police reconstructed the crash. (winchesterstar.com)

Rogers was a Winchester-area father and was survived by his children and extended family. Family and friends remembered him after his death as “Wani.”

The Virginia State Police investigated the fatal collision rather than the Frederick County Sheriff's Office. No publicly documented criminal charge against Marcelle, disciplinary action, wrongful-death lawsuit or civil settlement arising from Rogers' death was located in subsequent reporting.

OFFICER BACKGROUND:
Deputy R.W. Marcelle was identified by the Frederick County Sheriff's Office as the deputy who initiated the pursuit. Marcelle was an experienced Frederick County deputy who had previously appeared in public records involving traffic enforcement and criminal investigations. No verified prior fatal shooting or fatal pursuit involving Marcelle was located.
