OPEN RECORDS SUMMARY :

On 12/26/2025, Brownsville police officers responded to a call involving Israel Mendoza in the 5600 block of Travis Road. Family members had contacted police after Mendoza, who had reportedly been drinking heavily for several days, was experiencing a severe mental and emotional crisis and was acting erratically in the street. Officers encountered Mendoza outside and attempted to control the situation. Police reported that Mendoza was holding an improvised object made of electrical wire and metal. Officers approached him and deployed a taser, causing Mendoza to fall to the ground. Officers then kicked the object away from him. While on the ground, Mendoza continued to struggle. Officers deployed the taser a second time and placed him in handcuffs.
After being restrained, Mendoza became unresponsive while still on the roadway. Officers requested medical assistance. Emergency responders transported Mendoza to Valley Regional Medical Center, where he was pronounced dead. The Texas Rangers took over the investigation into the police use of force. An autopsy was ordered to determine the cause of death. Family members stated that Mendoza had not slept for several days and was not acting like himself prior to police involvement. The investigation remains ongoing.
