OPEN RECORDS SUMMARY :

On 09/03/2021, 14-year-old Marcoz Paramo was killed when a stolen vehicle carrying six teenagers crashed into a residential yard near Larpenteur Avenue East and Chamber Street during a pursuit by Ramsey County sheriff’s deputies.

At approximately 3:40 p.m., a Ramsey County deputy spotted the stolen vehicle near Beebe Road North and Holloway Avenue East and attempted to stop it. The driver continued driving away southbound on Beebe Road, and deputies pursued.

The pursuit covered approximately two miles in about two minutes. The vehicle turned west onto Larpenteur Avenue. The pursuing deputy reported losing sight of it near Clarence Street.

Approximately three blocks later, the vehicle left the roadway and crashed into a residential yard near Larpenteur Avenue and Chamber Street. Paramo and 15-year-old passenger Alyjah Thomas were critically injured and died. Two other teenagers were seriously injured. Three teenagers ran from the crash; the 15-year-old driver was subsequently arrested.

The Minnesota State Patrol conducted the crash reconstruction. The 15-year-old driver was charged with two counts of criminal vehicular homicide, one count of fleeing a peace officer and three counts of criminal vehicular operation.

The Ramsey County Sheriff’s Office released dashcam footage on 10/08/2021. The video showed the sheriff’s cruiser pursuing the vehicle on Larpenteur Avenue before the fatal crash.

Paramo’s mother, Tanya Gile, directly blamed the sheriff’s pursuit for her son’s death. She said she did not want the teenage driver blamed for killing her son and stated that Paramo and Thomas would still be alive if deputies had not pursued the car.

Gile also challenged the Sheriff’s Office over its pursuit policy and called for changes governing pursuits involving juveniles. She questioned why deputies continued a high-speed pursuit of a stolen vehicle containing teenagers when no violent offense had prompted the stop.

Gile additionally questioned the emergency response after dispatch audio showed that an initial request for an ambulance was canceled. She said she believed that decision may have affected her son’s chance of survival.

Ramsey County Sheriff Bob Fletcher rejected Gile’s criticism and placed responsibility for the deaths on the teenage driver.
