OPEN RECORDS SUMMARY :
On June 16, 2023, at approximately 6 p.m., Angel Eduardo Alvarez Montesinos was killed in a multi-vehicle collision at 3801 W. Roosevelt Road in Chicago when a stolen vehicle fleeing from Chicago Police Department officers crashed into multiple vehicles, including the one driven by Montesinos. Officers Michael Spilotro III and Erik Arroyo pursued the stolen vehicle without activating lights, sirens, or notifying dispatch, in violation of department policy. The driver of the fleeing vehicle, a 15-year-old, was later charged with reckless homicide and possession of a stolen vehicle. COPA found policy violations and recommended disciplinary action; one officer was stripped of police powers and the other disciplined. City attorneys recommended a $22 million settlement to Montesinos’ family, subject to City Council approval. Officer Spilotro who handled the chase has a record of a prior unsafe vehicle offense on duty in 2022. Chicago PD has been unable to fire him.
