OPEN RECORDS SUMMARY :
On 01/13/2021, New Castle County police officers were investigating a report of a suspicious vehicle near East 24th Street and Rosemont Avenue in Wilmington. Officers said they found Lymond Maurice Moses asleep inside a vehicle that was running. Police reported that after officers attempted to make contact, Moses continued driving and officers escalated a pursuit. According to police accounts, the pursuit ended when Moses made a U turn and drove toward officers. Officers opened fire, shooting and killing him. The Delaware Department of Justice later ruled the shooting justified. Moses’s family subsequently filed a civil lawsuit, which resulted in a settlement.
