OPEN RECORDS SUMMARY :

On 03/25/2021, Delaware State Police troopers responded to a residence on Danny Drive in Seaford after being dispatched to assist medical personnel already at the home. During the response, Kelly E. Rooks armed herself with a firearm and threatened troopers and emergency medical staff. A state trooper fired a gun, killing Rooks at the scene. State investigators later reviewed the killing and ruled the use of deadly force justified. Rooks’s family challenged the police account and filed a civil lawsuit alleging excessive force and failures in crisis response. No criminal charges were filed against the trooper. A Delaware judge later allowed the civil case to proceed.
