OPEN RECORDS SUMMARY :

On 03/27/2021, Landon J. Payne’s spouse called 911 requesting non-police assistance for a mental health and drug crisis. Police were dispatched instead. After arriving, Lane County sheriff’s deputies determined Payne had an outstanding warrant and attempted to arrest him. Deputies said Payne resisted. Deputies deployed Tasers multiple times and handcuffed him. Payne was placed into a patrol vehicle, where officers observed signs of medical distress, including incoherent speech and erratic movement. Deputies transported Payne to jail. Upon arrival, deputies removed him from the vehicle, restrained him on the ground, and held him facedown while applying pressure to his back and head for an extended period. Payne lost consciousness and died shortly afterward. His family disputed the deputies’ account and filed a civil lawsuit alleging excessive force, repeated Taser use, and positional asphyxia during restraint. No deputies were criminally charged.
