OPEN RECORDS SUMMARY :
On 06/02/2021, Arkansas State Police attempted to stop a motorcycle on U.S. Highway 70 near Hot Springs for failing to comply with emergency lights and siren. The rider, identified as Timothy Andrew Kemp, Jr. of Mountain Pine, fled on foot after abandoning the motorcycle at a dead end on Sunshine Road. A trooper followed Kemp into a wooded area and deployed a Taser during the attempt to detain him. A physical struggle ensued, during which Kemp grabbed the trooper’s firearm. The trooper then fired his weapon, fatally striking Kemp. Arkansas State Police special agents investigated the incident and prepared the case for review by the Garland County prosecutor. The trooper was placed on paid administrative leave pending the investigation outcome.
