OPEN RECORDS SUMMARY :
On 06/23/2021, Los Angeles County sheriff’s deputies responded to reports of a van driving erratically near Alondra Boulevard and Piuma Avenue in Norwalk. Deputies attempted a traffic stop and made contact with Frederick Holder inside the vehicle. During the encounter, deputies stated that Holder produced an object they believed to be a handgun. Deputies opened fire and shot Holder 17 times, killing him at the scene. Holder was 28 years old. After the shooting, deputies determined that the object in Holder’s possession was a lighter and not a firearm. The Los Angeles County District Attorney later cleared the deputies involved in the shooting.
