OPEN RECORDS SUMMARY :
On 07/01/2021, law-enforcement officers shot and killed Shannon Earl Smith, 45, during a multi-agency SWAT barricade at 225 Amelia Street in Spartanburg. The encounter began at approximately 2:30–3:00 p.m. after police alleged that Smith approached a Spartanburg Water crew working on a sewer line near Cleveland Park, asked what they were doing, produced a firearm and shot two workers. Both survived.

Police alleged that Smith then went to the Amelia Street residence. Charter Spectrum technician Perry James McIntyre, 49, was at the house on a service call. Smith allegedly shot and killed McIntyre. An adult woman inside the residence, identified in reporting as Smith’s mother, was also shot and survived.

Spartanburg Police Department officers, Spartanburg County Sheriff’s Office deputies and South Carolina Law Enforcement Division personnel responded. SWAT teams from all three agencies deployed to the residence, creating a multi-agency barricade operation.

During the standoff, police reported that Smith fired at officers. A Spartanburg County sheriff’s deputy was struck twice in the arm. Officers returned fire. Contemporary reporting states that at least two deputies fired during the exchange.

Smith was struck by police gunfire. He was transported to Spartanburg Regional Medical Center and died during surgery. The standoff ended shortly before 5:30 p.m.

Because personnel from the Spartanburg Police Department, Spartanburg County Sheriff’s Office and SLED participated in the encounter, the Greenville County Sheriff’s Office was assigned to conduct the outside investigation into the fatal police shooting.

Smith’s aunt, Marilyn Murphy, publicly expressed shock at the allegations against him, describing him as a caring person and saying the family could not understand what had happened. She speculated that something may have triggered him and expressed condolences to the people who were shot and their families.

OFFICER BACKGROUND:
At least two Spartanburg County Sheriff’s Office deputies fired during the encounter. The individual officers who fired the fatal gunfire were not publicly identified in the records located for this case.
