On 08/05/2021, Hartford police responded to a report of a man at a residence on Paula Street who had confronted the homeowner and refused to leave. According to reporting, the homeowner said they did not know the man, later identified as Joseph John Howard. When police arrived, an encounter occurred between Howard and officers. Police stated that Howard engaged physically with Corporal Eric Clifford. During the confrontation, Clifford attempted to use pepper spray, then opened fire, killing Howard at the scene.
