OPEN RECORDS SUMMARY :
On 08/09/2021, Tustin police responded to a call reporting an unhoused man near a mobile home park who had been seen holding a knife the previous day. Officers located Luis Manuel Garcia-Arias sleeping on the ground behind bushes near the property. According to reporting, officers spoke with Garcia-Arias and he agreed to come out. As he approached officers holding a wooden stick and a bag containing empty cans, one officer fired a shot, striking him. Garcia-Arias was pronounced dead after being taken to a hospital. The California Department of Justice later reviewed the case and cleared the officer of criminal wrongdoing.
