OPEN RECORDS SUMMARY :

On 08/19/2021, Alaska State Trooper Joshua Rallo killed 26-year-old Douglas Brown Jr. while investigating a reported burglary involving a firearm in Selawik.
At approximately 5:20 a.m., Alaska State Troopers received a report of a burglary and theft involving a firearm. Rallo responded and began searching for two men police believed were involved. Approximately 20 minutes later, at about 5:40 a.m., Rallo encountered the two men.
According to Alaska State Troopers, Brown had a shotgun when Rallo encountered him. The initial official account stated only that Rallo “perceived a threat” and fired his service pistol at Brown. Trooper spokesperson Austin McDaniel declined to explain what Brown allegedly did that Rallo interpreted as threatening. Police did not publicly allege in the initial account that Brown fired the shotgun, and the available reporting did not establish that he pointed it at Rallo.
Rallo fired his service pistol, striking Brown. Brown died at the scene. His body was sent to the Alaska State Medical Examiner’s Office in Anchorage. Rallo was not physically injured.
The Alaska Bureau of Investigation investigated the killing and sent investigators to Selawik. The completed investigation was to be forwarded to the Alaska Department of Law’s Office of Special Prosecutions for review.
The publicly available record does not provide a detailed subsequent reconstruction explaining precisely what Rallo alleged Brown did immediately before the shooting, whether Brown moved or pointed the shotgun toward Rallo, how many rounds Rallo fired, or the specific ballistic and autopsy findings. No publicly released body-camera recording of the shooting was located.

OFFICER BACKGROUND:
Joshua Rallo was a 16-year veteran of the Alaska State Troopers when he killed Brown.
On 10/25/2013, Rallo was involved in another police shooting in Noorvik. Troopers responded after receiving reports of 40-year-old Jeffery Henry walking through the community and firing a gun. The encounter developed into a lengthy standoff at a residence. Police alleged that after several hours of negotiations Henry emerged and pointed a firearm toward troopers. Rallo fired at Henry, critically wounding him. Henry survived.
Brown’s killing was therefore at least the second documented police shooting involving Rallo: the 2013 nonfatal shooting of Jeffery Henry in Noorvik and the 2021 fatal shooting of Douglas Brown Jr. in Selawik.
