On 08/19/2021, officers from the El Cajon Police Department were responding to reports that a person had been shot in the area of Ballard Street and Decker Street. While investigating, police stated they encountered Setha Phangdy standing in the roadway. Police alleged that Phangdy fired a gun toward an officer. An officer then opened fire, striking and killing him. Authorities later stated the shooting was reviewed by the district attorney’s office, which cleared the officer involved.
