On November 5, 2021, members of the Monmouth County Prosecutor’s Office attempted to execute a residential search warrant on Chelsea Avenue in Long Branch. During the operation, Mark D. Walker II shot and wounded one of the detectives. The detectives retreated, and Walker barricaded himself inside the residence with his two-week-old infant. Negotiations continued for approximately seven hours without success. Around 2 a.m. on November 6, a fire erupted in the apartment building. Walker fled the building holding the infant and fired several rounds at officers, striking a BearCat vehicle. In response, three MOCERT officers returned fire, fatally wounding Walker, who was pronounced dead at the scene. The infant was unharmed.

On 11/06/2021, Henrico County Police Officer Timothy Grant Million III shot and killed Tony Elliott Singleton, 53, of Norfolk, after responding to a single-vehicle rollover crash on Interstate 64 east of the I-295 interchange in eastern Henrico County. Initial police reports stated that Singleton's vehicle had rolled several times and that Million fired during an encounter with the driver. Singleton was transported to a hospital, where he died.

Two motorists who stopped to help after the crash later testified that Singleton appeared impaired and that they saw a knife in his waistband. A 911 dispatcher informed Million that the driver had a knife. Body-camera footage subsequently played in court showed Million repeatedly ordering Singleton to turn off the vehicle, show his hands and stop reaching around inside the vehicle.

A civilian riding with Million testified that Singleton eventually got out of the crashed vehicle and approached Million. She described a physical confrontation between the two immediately before Million opened fire. She testified that she did not see anything in Singleton's hands and did not see him reach for the knife.

Million fired seven times at Singleton. Prosecutors later argued that merely seeing the handle of a knife in Singleton's waistband did not justify the shooting and maintained that witnesses did not see Singleton reach for the knife. Million's defense maintained that Singleton moved his hands toward his waistband and that Million believed he faced an imminent deadly threat. A knife was recovered from Singleton's possession.

The shooting resulted in an unusually significant criminal review. In February 2022, a special grand jury unanimously found probable cause to indict Million for voluntary manslaughter. Henrico Commonwealth's Attorney Shannon Taylor characterized the charge as reflecting circumstances in which an officer may have observed something and overreacted. Million was the only officer who fired at Singleton.

Million's trial began in January 2023. Prosecutors argued that his use of deadly force was unreasonable, while the defense argued that he acted in self-defense. After the prosecution rested, the defense moved to strike the charge before the case went to the jury. On 01/25/2023, Judge Joseph Ellis granted the motion and dismissed the voluntary-manslaughter case, finding that the prosecution had not presented sufficient evidence for the charge to go to the jury.

Body-camera footage publicly released after the dismissal showed that the encounter escalated from Million's arrival at the rollover scene to the fatal shooting within a short period. The footage became important evidence in the dispute over whether Singleton actually reached toward the knife before Million fired. Prosecutors maintained that the evidence did not establish such a movement, while Million's attorneys argued that it did.

OFFICER BACKGROUND:
Timothy Grant Million III was indicted for voluntary manslaughter in February 2022 for killing Singleton. A special grand jury unanimously found probable cause for the charge. The criminal case proceeded to trial in January 2023, but the judge dismissed the charge after the prosecution rested, ruling that the evidence was insufficient to send the voluntary-manslaughter charge to the jury.

On November 5, 2021, Charlotte-Mecklenburg Police Department (CMPD) officers responded to a Walmart on Albemarle Road in Charlotte, North Carolina, following reports of a man threatening a store security officer with a firearm. The individual, identified as 33-year-old Derrell Lamar Raney, brandished a gun and refused commands to disarm.
Officers located Raney in the parking lot and repeatedly instructed him to drop his weapon. Body camera footage shows Raney pointing the firearm in the officers' direction. Officers James Longworth and Micah Edmunds, perceiving a lethal threat, opened fire, striking Raney. He was pronounced dead at the scene. No officers or bystanders were injured.

Multiple agencies searched the neighborhood and police issued a shelter in place order. Police said a 12 year old boy later spotted Rehn hiding in a basement window well and the family called 911. On November 4, 2021, at approximately 2:30 p.m., Louisiana State Police fatally shot 36-year-old Barry Rigsby at the Wisner Apartment Complex on Maple Street in Wisner, Louisiana. Rigsby was wanted for questioning in a triple homicide that had occurred earlier that day in Shreveport. Police located Rigsby's abandoned vehicle near the apartment complex. Franklin Parish Sheriff's deputies began evacuating residents. During the evacuation, Rigsby fired shots at the deputies and locked himself inside an apartment. Georgia State Patrol attempted to stop the Toyota Camry after a trooper alleged the vehicle was traveling more than 100 mph as it exited Interstate 20 East onto Interstate 75 South.

NARRATIVE:
On 11/04/2021, 25-year-old Ja’Marrius A. Rucker of Atlanta was killed while riding as a passenger in a Toyota Camry that crashed during a Georgia State Patrol pursuit in northwest Atlanta. Eighteen-year-old passenger Nadiyah S. McCants was also killed. The driver, 18-year-old La’Montez D. Winkfield, and another passenger, 19-year-old Tyreke M. Brookings, survived and were transported to Grady Memorial Hospital in critical condition.

At approximately 1:30 a.m., a Georgia State Patrol trooper encountered the Camry as it exited I-20 East onto I-75 South. GSP spokesperson Franka Young said the trooper clocked the car traveling more than 100 mph and attempted a traffic stop. Winkfield continued driving away and the trooper pursued the Camry through multiple Atlanta streets and along I-75.

The trooper eventually lost sight of the Camry on Joseph E. Lowery Boulevard. Investigators said Winkfield subsequently attempted to turn left from Joseph E. Lowery Boulevard onto Atlanta Student Movement Boulevard, lost control of the car and crashed into a concrete barrier and light pole. Rucker and McCants were killed.

Georgia State Patrol reported that none of the four occupants was wearing a seat belt. Police also reported recovering firearms and illegal narcotics from the crash scene.

At approximately 1:30 a.m., a Georgia State Patrol trooper encountered the Camry as it exited I-20 East onto I-75 South. GSP spokesperson Franka Young said the trooper clocked the car traveling more than 100 mph and attempted a traffic stop. Winkfield continued driving away and the trooper pursued the Camry through multiple Atlanta streets and along I-75.

The trooper eventually lost sight of the Camry on Joseph E. Lowery Boulevard. Investigators said Winkfield subsequently attempted to turn left from Joseph E. EVENT NARRATIVE:
On 11/01/2021, shortly before 3:00 a.m., off-duty Newark Police Officer Louis A. Santiago was driving a 2005 Honda Accord northbound on the Garden State Parkway near Exit 151 in Bloomfield. Santiago had been drinking at a bar after completing his Halloween day shift and was later determined to have been driving while intoxicated. His cousin, Albert Guzman, was riding with him. Prosecutors said Santiago failed to maintain his lane, drove onto the right shoulder and struck 29-year-old Damian Z. Dymka, who was walking along the shoulder.

Dymka had spent Halloween night with friends at Club Feathers in River Edge. He left the club at approximately 1:00 a.m. in an Uber with a friend after accidentally leaving his cellphone behind. He subsequently ended up at a friend's home in Bloomfield; exactly how he came to be walking on the Garden State Parkway shortly before 3:00 a.m. was never established publicly.

Instead of immediately calling 911 or rendering aid, prosecutors said Santiago and Guzman left Dymka on the roadway and drove away, then returned to the scene multiple times. Santiago eventually placed Dymka in the Honda and removed him from the crash scene. He and Guzman drove to the Santiago family home in Bloomfield, where Santiago's parents were located.

The subsequent grand-jury investigation produced substantially more evidence of what occurred after Dymka was struck. Prosecutors alleged Santiago deleted data from his phone, tampered with the crash scene, failed to summon emergency medical assistance and made false statements to investigators. On 11/03/2021, at approximately 3:55 p.m., off-duty Los Angeles County Sheriff’s Deputy Ricardo Castro drove his pickup truck eastbound on Firestone Boulevard in South Gate at an extraordinarily high speed. Investigators determined Castro was approaching 95 mph as he entered the intersection at San Juan Avenue. The normal speed limit was 35 mph and was reduced to 25 mph when schoolchildren were present.

Twelve-year-old Isaiah Suarez Rodriguez was riding in a car driven by his 19-year-old sister, Alexa, who was waiting to make a left turn at the intersection. Castro’s pickup struck their car with tremendous force. Isaiah suffered fatal injuries and died at a Long Beach hospital. Alexa suffered broken bones and other serious injuries. Castro and his passenger were also injured.

Isaiah had gone out with his sister that afternoon for an extraordinarily ordinary reason: he wanted to buy a ruler for a classmate whose ruler had been taken away while the child was being bullied. Three days before his death, Isaiah had decided that he wanted to be baptized. He loved superhero movies, playing Animal Crossing and swimming with his family, and dreamed of becoming a chef.

Ricardo Castro had a significant driving history before killing Isaiah. On 10/29/2021, at approximately 1:25 a.m., off-duty Massachusetts State Police Trooper Kristopher Carr was driving a 2020 Ford Explorer southbound on Interstate 93 near Freeport Street in Dorchester after a night of drinking with his girlfriend. Witness statements and surveillance video from several establishments later established that Carr had consumed numerous alcoholic drinks. His girlfriend told investigators he drank one cocktail at Pier 6 in Charlestown, two or three drinks at a South Boston restaurant and three additional drinks at another establishment.

While driving in the far-left lane, Carr leaned toward his girlfriend to kiss her, swerved and struck the median barrier. The impact deployed the Explorer's airbags and left the disabled SUV positioned across the two leftmost travel lanes of I-93. Carr and his girlfriend got out of the vehicle.

Christopher Zike was riding his motorcycle to his 2:00 a.m. shift at IKEA in Stoughton when he encountered Carr's disabled SUV blocking the interstate. Zike struck the Explorer and was thrown from his motorcycle. Emergency personnel transported him to Boston Medical Center, where he died from his injuries. Carr and his girlfriend suffered minor injuries.

Christopher had previously worked for the Museum of Science and Boston Children's Museum and had studied archaeology, including traveling to excavations in Peru. He was deeply involved in his adopted community of Winthrop and was a founding member and treasurer of Winthrop Loves Trees. Kristopher Carr's law-enforcement history makes this case particularly significant. Before joining Massachusetts State Police, Carr had been a Springfield Police Department officer. In 2018, while serving with Springfield Police, Carr was one of the officers involved in the detention of Sterling Lester Chest during a mental-health emergency. Federal court records establish that Carr arrived while other officers were struggling to place the handcuffed Chest into a police cruiser; Carr kneed Chest and pushed him into the cruiser. Chest subsequently died, and his estate later named Carr and three other Springfield officers as defendants in a federal civil-rights lawsuit. That litigation was still producing federal court rulings in 2026.

Carr subsequently joined Massachusetts State Police and graduated from its academy approximately one week before killing Christopher Zike. On the night of the fatal crash, prosecutors established that Carr consumed numerous alcoholic drinks before driving and then crashed while attempting to kiss his girlfriend. As Walden and Montgomery officers approached the stopped Jeep, Schields drove away westbound on Route 52 and police escalated a pursuit.

The pursuit continued only a short distance before the Jeep crossed the centerline and struck an eastbound 2013 Toyota RAV4 head-on near Old Town Road. Thirty-five-year-old Elizabeth Bello was driving the Toyota with two of her children, ages 16 and 6, riding with her. Bello was pronounced dead at the scene. Both children were transported to Garnet Health Medical Center with injuries; later reporting described them as suffering broken bones and said they were expected to survive. Schields was transported to a hospital and also died.

The pursuit continued to the area of South 13th Street and Lockport Street. During the chase, 35-year-old Shawn Michael Passwater lost control of the Jeep and crashed.
