OPEN RECORDS SUMMARY :
On 08/30/2021, at approximately 3:45 p.m., Normal Police Department officers responded to The Landings mobile home park in the 2000 block of Lambert Drive after multiple 911 callers reported an active shooting. Officers arrived to find several people already suffering from gunshot wounds. Police identified 66-year-old Ronald J. Reiner as the person they alleged had carried out the shootings.
Officers initially divided their response between searching for the gunman and providing emergency aid to people who had been shot. According to the subsequent investigation, officers heard additional gunfire after arriving. While one officer was providing aid to a wounded person with his handgun holstered, Reiner moved toward the area where the officer and injured person were located.
Police alleged that Reiner was armed with a handgun and fired at responding officers. Normal Police Officers Shane Bachman, Evan Easter and Cory Phillips exchanged gunfire with Reiner while moving through the densely populated mobile home park. Body-camera and dashboard-camera recordings captured substantial portions of the confrontation. All three officers fired their service weapons during the encounter.
Bachman, Easter and Phillips shot Reiner, killing him at the scene. Two other people, 64-year-old Sharon Reiner and 59-year-old Julie Davis, were also killed during the incident, and three men, ages 62, 58 and 34, suffered gunshot wounds. Police alleged that Reiner shot the five civilian victims before and during the police response.
The Illinois State Police investigated the police shooting. Investigators collected approximately 92.5 gigabytes of body-camera and dashboard-camera recordings, 911 calls, police radio traffic, computer-aided dispatch records, physical evidence and witness interviews. The recordings were later publicly released, providing direct documentation of significant portions of the confrontation rather than leaving the account dependent solely on officers' statements.
The McLean County State's Attorney's Office independently reviewed the Illinois State Police investigation. In October 2021, State's Attorney Don Knapp concluded that Bachman, Easter and Phillips were legally justified in using deadly force and that their actions were reasonable and necessary to protect themselves and other people at the mobile home park. No criminal charges were filed against the officers.
The Normal Police Department subsequently awarded Bachman, Easter and Phillips its Combat Cross Medal for their actions during the shooting. The department's 2021 annual report stated that the three officers received the award for their response to the August 30 incident. In May 2022, the officers were also recognized at the 100 Club of Illinois Valor Awards.
A search for the individual histories of Shane Bachman, Evan Easter and Cory Phillips did not locate a reliably documented prior fatal police shooting involving any of the three before Reiner's death, nor did the material located establish a prior sustained excessive-force complaint, criminal charge or civil judgment against any of them.
