On 09/29/2021, Mesa police located Stephen Phil Franco in connection with a reported robbery of a Desert Financial Credit Union. Police stated officers ordered Franco to exit a vehicle and that he refused. Police alleged Franco said he was armed and exited the vehicle. Police stated a police dog was deployed and that Franco moved a hand toward his waistband. Officers opened fire and killed him.
