OPEN RECORDS SUMMARY :
On 10/14/2021, at approximately 11:00 p.m., Anderson County Sheriff’s deputies Matthew G. Davis and Kenneth D. Lollis encountered 39-year-old Robert Allen Maness riding a motorcycle on Airline Road near Mimosa Trail and attempted a traffic stop. Contemporary accounts did not disclose what traffic violation or other conduct prompted deputies to stop Maness; Sheriff Chad McBride did not state a reason for the attempted stop.

According to the Sheriff’s Office, Maness did not stop and allegedly fired multiple rounds toward the deputies while continuing on the motorcycle. Sheriff McBride said bullets struck the patrol vehicle and described the encounter as occurring extremely quickly after deputies activated their blue lights. The deputies returned fire, striking Maness. The Anderson County Coroner’s Office said the gunfire caused Maness to crash his motorcycle. He was transported to a hospital and died from his injuries.

The South Carolina Law Enforcement Division assumed the independent criminal investigation. The shooting was the second fatal shooting involving Anderson County Sheriff’s deputies in approximately two days; deputies had killed Jonathan Zachary Combs following a separate police pursuit on 10/12/2021.

The circumstances of Maness’s death were later formally disputed by his estate. Rebecca Maness, acting as personal representative of his estate, pursued wrongful-death, survival and federal civil-rights claims against deputies Davis and Lollis, Sheriff Chad McBride and the Anderson County Sheriff’s Office. The subsequent court filing explicitly states that the parties disputed the details of the fatal encounter.

SLED investigated the shooting and submitted its findings through the state’s officer-shooting review process. No criminal charges against Davis or Lollis resulted from Maness’s death.

OFFICER BACKGROUND:
Deputies Matthew G. Davis and Kenneth D. Lollis were the Anderson County Sheriff’s Office deputies involved in the fatal encounter with Maness. Their identities, which were absent from the initial news coverage, were subsequently established through the civil litigation filed by Maness’s estate.

LITIGATION:
Rebecca Maness, as personal representative of Robert Maness’s estate, brought claims arising from his death against Deputy Matthew G. Davis, Deputy Kenneth D. Lollis, Sheriff Chad McBride and the Anderson County Sheriff’s Office. The claims included wrongful death, survival damages for Maness’s alleged conscious pain and suffering, and federal civil-rights claims under 42 U.S.C. §1983.

In November 2024, the parties reached a $50,000 settlement. Court documents state that the settlement resolved the estate’s claims against Davis, Lollis, McBride, the Sheriff’s Office and related defendants while expressly reflecting that the parties disputed the circumstances surrounding Maness’s death.
