OPEN RECORDS SUMMARY :

On 12/31/2021, Riverside County sheriff’s deputies and Beaumont police shot and killed Dennis McHugh, 44, of Glendora, at a Del Taco drive-through in the 400 block of East 4th Street in Beaumont. Riverside County coroner information placed his death shortly after 2:30 a.m.

The encounter originated several hours earlier. At approximately 9:57 p.m. on December 30, Riverside County sheriff’s deputies responded to a reported domestic-violence incident in the 17000 block of Ridge Canyon Drive in Woodcrest. McHugh was gone when deputies arrived. Police reported that he was wanted on felony warrants involving assault with a deadly weapon and kidnapping and also cited domestic-violence-related allegations, vandalism and violation of a restraining order.

The search continued into December 31. At approximately 1:07 a.m., a Riverside County Sheriff’s Department helicopter located McHugh’s pickup in the Del Taco drive-through on East 4th Street. Riverside County deputies and Beaumont police initially approached the truck, with additional personnel from Banning Police Department and the California Highway Patrol responding to assist.

Body-camera and helicopter video released in February 2022 documented the attempted arrest. Police ordered McHugh to turn off the truck and get out. The video shows the pickup moving into police and civilian vehicles as officers surrounded it. Police alleged McHugh was attempting to escape by using the truck to ram his way through the vehicles.

During the collision sequence, a Banning police officer on foot moved down a steep embankment. After McHugh’s truck struck a civilian vehicle, that vehicle went down the embankment and landed on the officer, trapping him beneath it. Gunfire from law enforcement followed during the continuing confrontation.

Both an officer and a Riverside County sheriff’s deputy fired during the encounter. After the gunfire, police made repeated attempts to have McHugh exit the truck. When he did not respond, deputies approached and found him dead inside.

The Riverside County Sheriff’s Department released body-camera and helicopter footage in February 2022. The shooting investigation involved the Sheriff’s Department Force Investigations Detail, Central Homicide Unit and Riverside County District Attorney’s Office. The agencies also announced internal administrative reviews of the involved personnel’s actions.

OFFICER BACKGROUND:
The publicly available reporting reviewed for this rebuild does not identify the individual officer and deputy who fired at McHugh. Contemporary reports state that the involved personnel were placed on administrative leave but their names were not released.
