On 12/26/2021, a Houston Police officer drove a patrol vehicle about 70 mph in a 35 mph zone along North Shepherd Drive without activating emergency lights or sirens and struck the vehicle driven by Charles Payne Sr. on the roadway. Payne died from injuries caused by the collision. Department review determined the officer was not responding to a call and terminated his employment. Prosecutors did not file criminal charges. Payne’s family filed a civil lawsuit and a jury later awarded damages.
