OPEN RECORDS SUMMARY :

On 12/23/2021, Los Angeles Police responded to reports of a man behaving erratically inside a retail store on Victory Boulevard where he struck a woman and swung a bicycle lock while on an upper level. Officers entered the store and confronted Daniel Abisai Elena-Lopez. During the confrontation, an officer fired and struck him after mistaking the bicycle lock for a firearm. Elena-Lopez died inside the store. A teenage girl in a dressing room was also killed by police gunfire during the same incident. The California Department of Justice later cleared the officer of criminal charges, and a civil rights lawsuit filed by Elena-Lopez’s family resulted in a defense verdict for the officer.
