On 11/29/2021, Tucson Police Department Officer Ryan Remington, working a store security detail, confronted Richard Lee Richards after store staff reported a toolbox taken without payment. Richards moved through the parking area on a mobility scooter while holding a knife and continued toward a nearby store entrance as officers followed and issued commands. Remington approached from behind and fired nine rounds, striking Richards in the side and back, and Richards died at the scene. Tucson police leadership stated the shooting violated department policy and moved to terminate Remington, and the incident generated widespread public scrutiny, criminal review, and later grand jury proceedings that ultimately did not result in prosecution.
