OPEN RECORDS SUMMARY :
On 11/16/2021, Caldwell Police Department officers responded to reports of a person driving suspiciously near 19000 Alleghenny Way and approached Kernie Armstrong in a parked vehicle. Officers confronted him and fired their weapons during the encounter after he raised a handgun toward them. He was struck and died at the scene. Reporting indicated Armstrong had been diagnosed with advanced dementia prior to the incident, and prosecutors later reviewed the shooting and declined charges against the officers.
