OPEN RECORDS SUMMARY :
On 11/03/2021, McAllen Police officers responded to a disturbance reported at a restaurant on South 10th Street where employees said Garza was arguing inside. Officers confronted him outside and chased him on foot through the parking area. He fell during the encounter, and officers struck him with batons, placed him in handcuffs, and restrained him on the ground using body weight. Garza lost consciousness while officers held him and later died after transport from the scene. His family filed a wrongful death lawsuit alleging the beating and restraint caused fatal injuries.
