OPEN RECORDS SUMMARY :
On 10/30/2022 shortly before 5 a.m., Bettendorf Police Department officers responded to a reported disturbance in the area of Belmont Road and Duck Creek Parkway East. Upon arrival officers encountered Kenneth Jamel Carroll. Carroll and officers engaged in a shootout. Carroll was struck and later died from his gunshot wounds. The Scott County Attorney’s Office released findings that the use of deadly force by officers was ruled justified following the review of evidence.
