OPEN RECORDS SUMMARY :
On 11/18/2022, members of a joint federal, state, and NYPD strike force were conducting an undercover narcotics operation in the Inwood section of Manhattan at 72 Vermilyea Avenue. Police attempted to execute a drug buy and entry into an apartment where contraband was seen. As officers entered Apartment 1B and identified themselves as police, Manuel Kelvin Beras Medina pulled a firearm from his waistband, chambered a round, and fired at law enforcement. Officers returned fire and struck Medina multiple times. He died from gunshot wounds sustained during the encounter. A second male in the apartment, later identified as Jeffry Silvestre, was taken into custody and later charged with narcotics and firearms offenses. The New York State Attorney General’s Office of Special Investigation concluded that a prosecutor would not be able to disprove beyond a reasonable doubt that officers’ use of deadly force was justified under New York law.
