REASON FOR POLICE CHASE:
Checkpoint evasion. At approximately 7:09 p.m., a Jeep Liberty carrying 11 people circumvented the primary inspection area of the U.S. Border Patrol checkpoint near Three Points and continued east on State Route 86. Border Patrol agents began searching for the Jeep, assisted by a CBP Air and Marine Operations helicopter.

EVENT NARRATIVE:
On 08/07/2021, an unidentified passenger was killed with two other passengers when a Jeep Liberty crashed and caught fire during a lengthy U.S. Border Patrol pursuit that began near Three Points and ended approximately 39 miles northwest of Tucson near Picacho Peak.

At approximately 7:09 p.m., the Jeep bypassed the primary inspection area at the Border Patrol checkpoint near Three Points and continued east on State Route 86. Tucson Sector Border Patrol agents traveled east attempting to locate it while a CBP Air and Marine Operations helicopter joined the search and located the Jeep from the air.

The helicopter crew continued tracking the Jeep and relaying its location to agents on the ground. The AMO pilot reported observing the Jeep being driven erratically and running several red lights as it continued through Tucson. The Jeep entered northbound Interstate 19 approximately 24 miles east of the checkpoint and subsequently merged onto westbound Interstate 10.

Near Marana, a National Guard helicopter relieved the CBP helicopter and continued aerial surveillance. With air crews providing the Jeep's location, Border Patrol agents again located it on I-10.

At approximately 7:57 p.m., nearly 50 minutes after the Jeep circumvented the checkpoint, a Border Patrol agent deployed a Vehicle Immobilization Device across I-10 near Picacho Peak. The Jeep lost control after encountering the device, crossed the interstate median and entered the eastbound lanes, where it struck a tractor-trailer.

The collision sent the Jeep back into the median, where it caught fire. Border Patrol agents requested emergency medical assistance, pulled people from the burning vehicle and rendered aid.

Eleven people had been traveling in the Jeep. Two unidentified passengers were pronounced dead at the crash scene. Two other passengers were transported by medical helicopter to Banner-University Medical Center in Tucson, where an unidentified man subsequently died. Six additional passengers were transported by ground ambulance for treatment, and another person was later taken for medical evaluation.

Authorities subsequently identified the driver as 18-year-old Jacob Jordan and alleged that he was transporting 10 migrants. Jordan survived and was charged with human smuggling and other offenses. Because the deceased person on this page was a passenger, Jordan's unrelated history is not pertinent to this report.

No PIT/TVI maneuver or intentional police-vehicle contact was reported. The Vehicle Immobilization Device deployed by the Border Patrol agent was the documented police intervention immediately preceding the loss of control and fatal collision.

The three people killed were not publicly identified by name, age or nationality in the contemporary CBP release or subsequent reporting located for this reconstruction. The lack of identification prevents reliable biographical information about this decedent from being included.

The incident was investigated by Homeland Security Investigations and the Arizona Department of Public Safety, reviewed by the U.S. Customs and Border Protection Office of Professional Responsibility, and reported to the Department of Homeland Security Office of Inspector General. The Border Patrol agent who deployed the Vehicle Immobilization Device and the other agents participating in the pursuit have not been publicly identified.
