On 08/08/2021, at approximately 2:00 a.m., a Lafayette Police Department officer working a paid security assignment at The District, an event venue at 4607 Johnston Street, fired a .40-caliber handgun during extensive gunfire in the venue’s parking lot following a concert by rapper Webbie. Twenty-two-year-old Dashawn Batiste of Breaux Bridge was found fatally wounded on a grassy area beside the parking lot.
Lafayette police called the Louisiana State Police Bureau of Investigations to investigate the officer’s use of deadly force. Police initially stated that the officer approached a group during the parking-lot gunfire, that one or more people fired toward the officer and that the officer fired back. The officer was in uniform and was one of several Lafayette officers working at the venue, but investigators determined that he was the only police officer who discharged a firearm.
Investigators recovered 118 spent cartridge casings from the parking lot in five calibers: 9mm, .40 caliber, .45 caliber, .223 caliber and 5.56mm. Gunfire struck at least eight vehicles. Police recovered multiple handguns from vehicles and the surrounding area, along with an AR-15-style rifle from one vehicle.
An autopsy found three bullets in Batiste’s body: two 9mm bullets and one .40-caliber bullet. The Lafayette officer who fired during the incident carried a .40-caliber handgun. Publicly released portions of the Louisiana State Police investigation did not establish which of the three bullets caused Batiste’s death. The mixed ammunition recovered from his body showed that he was struck by gunfire from more than one weapon.
A woman who traveled from Houston with Batiste and two other men was shot in the hand and leg. According to the State Police investigative report, she told investigators that gunfire began as their group and another group were leaving the concert. She drove away after being wounded and crashed into another vehicle. Police stopped her car with the two other men inside, while Batiste was later found on the grass near the parking lot.
Batiste’s sister publicly disputed the account portraying him as an active participant in the gunfire. She told KATC that her brother was a bystander who was running away when he was shot.
Louisiana State Police reviewed the Lafayette officer’s body-camera recording, interviewed witnesses and examined the extensive physical evidence collected at the scene. In October 2022, State Police completed the investigation and delivered its findings to the Lafayette Parish District Attorney’s Office. Investigators reported that they found no probable cause to arrest the officer, stating that evidence indicated gunfire had been directed toward him before he fired. On August 7, 2021, at approximately 12:44 a.m., Bismarck police officers responded to a report of a man acting erratically and screaming outside a residence on East Turnpike Avenue. Upon arrival, officers observed 43-year-old Ryan Pederson attempting to jump a privacy fence into a neighboring property. Pederson appeared agitated, allegedly yelled at officers, and advanced toward them. Police engaged him in a physical altercation while attempting to arrest him.

During the struggle, Pederson was Tasered. It is unknown how many times the Taser was deployed or in which manner. Pederson immediately struggled with control of his arms and legs, suffering a medical emergency. He was transported to a hospital, where he was pronounced dead. He had been unarmed.

Officers attempted a traffic stop, but Zuniga fled in a green Chevy pickup. The pursuit ended when he crashed near Harris and Stine Roads and fled on foot. Officers later found him hiding in a trash can on the 5700 block of Autumn Crest Drive. When discovered, Zuniga reportedly charged officers and was shot and killed. On 08/07/2021, an unidentified passenger was killed with two other passengers when a Jeep Liberty crashed and caught fire during a lengthy U.S. Border Patrol pursuit that began near Three Points and ended approximately 39 miles northwest of Tucson near Picacho Peak.

At approximately 7:09 p.m., the Jeep bypassed the primary inspection area at the Border Patrol checkpoint near Three Points and continued east on State Route 86. Tucson Sector Border Patrol agents traveled east attempting to locate it while a CBP Air and Marine Operations helicopter joined the search and located the Jeep from the air.

The helicopter crew continued tracking the Jeep and relaying its location to agents on the ground. The AMO pilot reported observing the Jeep being driven erratically and running several red lights as it continued through Tucson. The Jeep entered northbound Interstate 19 approximately 24 miles east of the checkpoint and subsequently merged onto westbound Interstate 10.

Near Marana, a National Guard helicopter relieved the CBP helicopter and continued aerial surveillance. With air crews providing the Jeep's location, Border Patrol agents again located it on I-10.

At approximately 7:57 p.m., nearly 50 minutes after the Jeep circumvented the checkpoint, a Border Patrol agent deployed a Vehicle Immobilization Device across I-10 near Picacho Peak. The Jeep lost control after encountering the device, crossed the interstate median and entered the eastbound lanes, where it struck a tractor-trailer.

The collision sent the Jeep back into the median, where it caught fire. Border Patrol agents requested emergency medical assistance, pulled people from the burning vehicle and rendered aid.

Eleven people had been traveling in the Jeep. Two unidentified passengers were pronounced dead at the crash scene. REASON FOR POLICE CHASE:
Speeding followed by suspected impaired driving and flight from a traffic stop. At approximately 12:14 a.m., Barron County Sheriff’s Sergeant Allen stopped a vehicle driven by Mohamed A. Shire for speeding on County Highway O near U.S. Highway 8 east of Barron. Allen subsequently observed evidence that Shire was allegedly intoxicated and attempted to conduct field sobriety testing. After a physical struggle with Allen, Shire returned to the vehicle and drove away at high speed with the passenger still inside.

EVENT NARRATIVE:
On 08/06/2021, an unidentified male passenger was killed after Mohamed A. Shire crashed into a tree following a seven-mile Barron County Sheriff’s Department pursuit in Barron County. The passenger was not driving the vehicle and had been riding with Shire when Sergeant Allen initiated the traffic stop.

At approximately 12:14 a.m., Sergeant Allen stopped Shire for speeding. The later criminal complaint places the stop on 18th Street at 12th Avenue. Allen approached and found two men in the vehicle. He reported smelling a strong odor of alcohol and seeing two open glass beer bottles containing liquid. Allen instructed Shire to turn off the engine and get out.

On 08/05/2021, Hartford Police responded to a 911 call from homeowner Michael Martin, 68, who reported that an unknown man was on his property on Paula Street, refusing to leave and causing him to fear for his safety. Corporal Eric Clifford arrived approximately six minutes later and found Joseph John Howard, 35, sitting in the passenger seat of the homeowner's pickup truck with the door open. Clifford attempted to identify Howard and repeatedly instructed him to remain where he was. Instead, Howard exited the truck and confronted the officer, asking, "What are you going to spray me and sic the dogs on me?" Clifford deployed pepper spray, but it had no apparent effect. Howard immediately attacked the officer, punching him repeatedly in the head, forcing him to the ground, and strangling him. During the struggle, Clifford fired his service weapon, striking Howard twice in the chest. Howard died at the scene. Clifford was treated at Dartmouth-Hitchcock Medical Center for injuries and released the same day.
The Vermont State Police conducted the criminal investigation. The case was reviewed by both the Vermont Attorney General's Office and the Washington County State's Attorney's Office.
On November 15, 2021, Vermont Attorney General T.J. Donovan ruled that Corporal Clifford's use of deadly force was legally justified because he reasonably believed he was in imminent danger of death or great bodily harm while being strangled. No criminal charges were filed against the officer.
An external administrative investigation commissioned by the Town of Hartford also concluded that Corporal Clifford acted within department policy and training. After completion of the reviews, he returned to duty.
Howard's autopsy determined that he died from two gunshot wounds to the chest. The manner of death was ruled homicide (shot by law enforcement). Toxicology testing detected methadone and anabolic steroids.
Howard had no prior documented contacts with the Hartford Police Department before this incident.

On 08/05/2021, members of the Seattle Police Department SWAT team responded to a residence in the 10000 block of 21st Avenue SW in White Center to serve a warrant for the arrest of Isaiah Thomas Hinds, 22, who was wanted for the March 17, 2021 murder of 19-year-old DeAundre Wallace inside the Alive & Well Church and Community Center in south Seattle. Officers surrounded the residence and repeatedly announced their presence over a public-address system. Hinds exited the residence armed with a handgun and immediately fired multiple rounds at officers. Three officers returned fire, striking Hinds. Officers rendered first aid until Seattle Fire Department medics arrived, but Hinds was pronounced dead at the scene. Police recovered a handgun from Hinds' hand that had been reported stolen in King County in June 2021.
Body-worn camera footage and surveillance video were released by the Seattle Police Department within 72 hours of the shooting. The video shows Hinds exiting the residence with a handgun and firing at officers before they returned fire.
On August 9, 2021, Seattle Police publicly identified the three officers who fired their weapons as Officer Bradley Krise (hired 2007), Officer Jonathan Musseau (hired 2008), and Officer Joseph Renick (hired 2005).
The shooting was investigated by the Seattle Police Force Investigation Team with oversight from the Office of Police Accountability (OPA) and the Office of Inspector General (OIG), as required under Seattle's police accountability system.
The warrant served on Hinds stemmed from the fatal shooting of DeAundre Wallace during a church meeting on March 17, 2021. Investigators alleged Hinds entered a second-floor meeting room and shot Wallace multiple times before fleeing.
Court records showed Hinds had an extensive violent criminal history dating to 2014, including convictions for second-degree assault, drive-by shooting, and unlawful possession of a firearm. On 08/04/2021, at approximately 7:50 a.m., a man reported that the driver of a silver 2001 Chevrolet Impala had run a stop sign, struck his pickup truck in Blackfoot and continued driving. Terrance Dominic Knight, 19, was later identified as the Impala’s driver. At approximately 7:58 a.m., a Blackfoot Police Department detective located the Impala and attempted a traffic stop. Knight continued driving away during a short, low-speed pursuit before crashing into a camper parked in an alley. Knight and his passengers, Cecelia “Cece” Broncho, 22, and Sinjin Reyes, 23, left the vehicle and ran in different directions.
Two Bingham County Sheriff’s Office detectives wearing blue polo shirts with deputy badges hanging from their necks pursued Knight on foot along South Shilling Avenue and through residential yards. Sergeant Chad Kent later said he and another detective located Knight running south on Shilling Avenue. Knight ran behind a house, temporarily disappeared from Kent’s view and then emerged from an area containing trees and bushes.
Kent began giving Knight commands after confirming that he was the same person who had fled from the Impala. Knight was holding a stolen .380-caliber Smith & Wesson handgun and fired at Kent, striking him in the right forearm. The wound severed an artery and damaged a nerve in Kent’s hand. Kent’s handgun discharged once as he was struck, but investigators determined that the bullet lodged in a nearby tree and did not strike Knight. Knight fired approximately three additional rounds toward Kent and then fatally shot himself. He was found dead in the backyard of a residence on South Shilling Avenue.
The original public statements did not disclose how Knight died, resulting in early news reports describing him only as a person found dead after a deputy was shot. Authorities also withheld the identities of Knight, Broncho, Reyes and the wounded detective for nearly three weeks. Bingham County Sheriff Craig Rowland identified the three people from the Impala on 08/24/2021, shortly after East Idaho News reported that the county had denied a public-records request seeking their names.
The Eastern Idaho Critical Incident Task Force investigated the incident, with the Idaho Falls Police Department serving as the lead investigative agency. The task force’s investigative role does not make Idaho Falls Police Department an agency directly involved in the pursuit or confrontation.
Bingham County Prosecuting Attorney Paul Rogers reviewed investigative reports and video evidence. In a report dated 11/05/2021 and publicly reported in January 2022, Rogers concluded that Kent was legally justified in attempting to use deadly force after Knight shot him. The investigation nevertheless determined that Kent’s single discharged round struck a tree and that Knight died from a self-inflicted gunshot wound, not police gunfire. No criminal charges were filed against Kent.
Broncho and Reyes were both taken into custody during the ensuing search, but neither was charged in connection with the shooting or Knight’s death. Reyes was held on a probation violation in an earlier case, while Broncho was briefly held on a misdemeanor probation violation and released.
Kent was treated at Eastern Idaho Regional Medical Center and released. He continued to experience loss of sensation in the palm of his right hand and retrained himself to shoot left-handed. In October 2022, the Bingham County Sheriff’s Office presented Kent with a Law Enforcement Purple Heart for being wounded during the encounter.
Terrance Knight’s obituary identifies him as Terrance Dominic Knight, born on 05/18/2002 in Pocatello. It described him as a father, a former Highland High School student, an outdoorsman and a young man known for making friends and family laugh.
No public report located identifies the Blackfoot police detective who initiated the vehicle pursuit or the second Bingham County detective who participated in the foot search. Investigators reviewed video evidence, but no body-camera, dash-camera or other law-enforcement video of the encounter appears to have been publicly released. No wrongful-death lawsuit, civil settlement, organized protest or subsequent disciplinary action related to Knight’s death was located.

On 08/05/2021, at approximately 7:20–7:30 p.m., Pittsburgh Bureau of Police Zone 1 officers were patrolling the Brighton Road area when they recognized Devon Flanigan, 27, as a person wanted by police. Officers encountered him near the 3100 block of Brighton Road in Pittsburgh’s Marshall-Shadeland neighborhood. Police did not publicly disclose the warrant, alleged offense or other reason Flanigan was wanted.
Flanigan continued running away while officers pursued him on foot. He ran up a set of outdoor steps and attempted to pass through a row of bushes or hedges at the top of a steep hillside. Flanigan went through the vegetation and fell down the rocky slope, landing on Brighton Road below in the 3200 block. Police said no officer physically contacted Flanigan before he fell.
Emergency personnel transported Flanigan to Allegheny General Hospital in critical condition. He remained hospitalized for 13 days and died shortly after 3:00 a.m. on 08/18/2021. The Allegheny County Medical Examiner’s Office identified him following his death.
Pittsburgh police officers had activated their body-worn cameras before or during the foot pursuit. Police said the recordings showed the officers pursuing Flanigan up the hillside and Flanigan slipping or falling after attempting to pass through the vegetation. The body-camera recordings do not appear to have been publicly released.
Because Pittsburgh Bureau of Police officers participated in the pursuit, the Allegheny County Police Department assumed responsibility for investigating the circumstances of Flanigan’s fall. On 08/02/2021, at approximately 5:30 p.m., Waco police responded to a report of a shooting at the Rex-Plex Apartments at 701 Rambler Drive. Investigators determined that Ent Wright, 76, shot and killed property owner Alva Stem Jr., 65, while Stem was collecting rent at the apartment complex. Wright then barricaded himself inside his apartment.
Officers established a perimeter around the apartment while attempting to negotiate with Wright. During the standoff, Wright emerged from the apartment armed with a firearm and opened fire on Waco police officers. Officers returned fire, striking Wright. He was pronounced dead at the scene. No officers were struck during the exchange of gunfire.
The Texas Department of Public Safety Texas Rangers assumed responsibility for the independent investigation because the incident involved a fatal police shooting. As is standard practice, the nine Waco police officers who discharged their weapons were placed on administrative leave pending the outcome of the investigation.
Authorities did not publicly identify the officers who fired their weapons. Public reporting did not indicate that body-camera or dash-camera video was released.
The shooting drew significant local attention because the homicide victim, Alva Stem Jr., was the son of longtime Waco Parks and Recreation Director Alva B. Stem, who also served as director of the Texas Ranger Hall of Fame and Museum.

REASON FOR POLICE CHASE:
Checkpoint evasion. A U.S. Border Patrol agent assigned to the Las Cruces station observed Erik A. Molix driving north on New Mexico State Road 185 approximately six miles south of the Border Patrol checkpoint. The agent initially followed without activating emergency equipment. Molix subsequently circumvented the checkpoint by driving into the southbound lanes and continuing north, after which the agent activated emergency equipment and attempted to stop him. A second Border Patrol unit joined the pursuit.

EVENT NARRATIVE:
On 08/03/2021, 25-year-old Erik A. Molix was critically injured when the SUV he was driving overturned during a U.S. Border Patrol pursuit on New Mexico State Road 185 north of Las Cruces. An Ecuadorian passenger died from injuries sustained in the crash, eight other passengers were hospitalized, and Molix died 12 days later.

The encounter began early that morning approximately six miles south of the Border Patrol checkpoint on State Road 185. According to CBP's initial account, a Las Cruces Border Patrol agent saw Molix's northbound SUV pull to the side of the highway and then resume traveling north. The agent began following the SUV without activating emergency lights or siren.
.
Molix approached the Border Patrol checkpoint, which is approximately 69 miles north of the U.S.-Mexico border, but circumvented it by entering the southbound lanes of State Road 185 and continuing north. The agent then activated emergency equipment and attempted to stop the SUV. Another Border Patrol unit joined the pursuit.
.
Later reporting identified Molix as a U.S. citizen transporting nine undocumented migrants. Border Patrol records documented pursuit speeds reaching approximately 73 mph.
.
Approximately three miles north of the checkpoint, the SUV went out of control and overturned. Several passengers were ejected. CBP's original public statement described the event simply as Molix losing control while attempting to evade agents and did not disclose police-vehicle contact immediately before the rollover.

Later evidence materially complicated that account. Records obtained from Border Patrol's Critical Incident Team showed that a Border Patrol vehicle made contact with the SUV immediately before it overturned. WOLA's reconstruction states that the Border Patrol vehicle clipped Molix's SUV, sending it tumbling from the roadway.

Surviving passenger Lesvin Gámez subsequently gave an even more serious account. Gámez alleged that a Border Patrol vehicle struck the rear of the SUV during the encounter and later hit it again immediately before he lost consciousness. His account conflicts with CBP's original description of Molix simply losing control.

The available records also contain significant inconsistencies concerning the pursuit itself. Border Patrol's Critical Incident Team described a pursuit of approximately 3.2 miles; another CBP report described approximately 1.5 miles; and location coordinates contained in another agency record were inconsistent with both accounts. Records also conflicted over the distance between the Border Patrol vehicle and Molix's SUV, when emergency lights and sirens were activated, and whether spike strips were used.

An unidentified Ecuadorian male passenger suffered fatal injuries. Eight other passengers were hospitalized. Molix survived the initial crash but remained critically injured and died 12 days later.

Molix's mother was a fifth-grade teacher in El Paso. She learned that her son had died through a CBP news release rather than directly from the agency. She subsequently became an ACLU client and challenged the circumstances surrounding his death and the adequacy and independence of the investigation.

The investigation itself became a significant part of the case. Border Patrol's Critical Incident Team arrived at the crash scene within approximately an hour and assumed a central investigative role. CIT personnel photographed and processed the scene, collected physical evidence, obtained video and radio communications, interviewed Border Patrol agents and surviving passengers, obtained outside law-enforcement and medical-examiner records, and participated in reconstructing the crash.

Body-camera footage from the scene captured a Border Patrol agent discussing the arrival of the Critical Incident Team and indicating that agents would provide statements to that team. The ACLU subsequently obtained the 162-page CIT investigative report and criticized Border Patrol for effectively investigating an incident involving its own agents.

The ACLU identified substantial inconsistencies and deficiencies in that report, including conflicting descriptions of pursuit distance, police following distance, emergency-equipment activation and possible spike-strip use. The organization argued that reliance on the Border Patrol Critical Incident Team undermined the independence of the investigation.

The incident was also investigated or reviewed by Homeland Security Investigations, New Mexico State Police, CBP's Office of Professional Responsibility, the El Paso County Office of the Medical Examiner and the Department of Homeland Security Office of Inspector General.

OFFICER BACKGROUND:
The Las Cruces Border Patrol agent who initially followed Molix, the agent driving the Border Patrol vehicle that made contact with the SUV, and the other agents participating in the pursuit have not been publicly identified in the available unredacted records. EVENT NARRATIVE:
On 08/03/2021, an unidentified male citizen of Ecuador was fatally injured while riding as a passenger in an SUV pursued by U.S. Border Patrol agents on New Mexico State Road 185 north of Las Cruces. The driver, 25-year-old Erik A. Molix, was critically injured and died 12 days later. Eight other passengers were hospitalized.

The passenger was one of nine migrants traveling in the SUV. Border Patrol agents pursued the vehicle after its driver circumvented the immigration checkpoint on State Road 185. The pursuit reached speeds of approximately 73 mph.

Approximately three miles north of the checkpoint, the SUV went out of control and overturned, ejecting several passengers. CBP initially stated only that the driver lost control while evading Border Patrol. Later records established that a Border Patrol vehicle made contact with the SUV immediately before it overturned.

Surviving passenger Lesvin Gámez later alleged that agents struck the SUV from behind and then struck it again before the rollover. Gámez said Border Patrol never subsequently contacted him to obtain his account of the pursuit. His account directly challenged the original CBP description of the crash.

The Ecuadorian passenger suffered catastrophic injuries and died. Eight other passengers were hospitalized. Molix survived for another 12 days before dying from his injuries.

Border Patrol's Critical Incident Team arrived shortly after the crash and took a central role in collecting evidence and investigating the actions of Border Patrol personnel. EVENT NARRATIVE:
On 08/01/2021, 55-year-old Julius Filep of Edison was killed when East Brunswick Police Department Patrolman Mitchell Ngai struck him with a marked police vehicle on Route 18 while Ngai was responding to an earlier serious crash and electrical fire. Filep was outside his disabled vehicle following the first collision and was standing in the northbound roadway near the concrete median when Ngai struck him.

The events began shortly before 3:35 a.m. with an unrelated crash on Route 18. A vehicle struck a utility pole, knocking the pole and electrical wires into the highway. Multiple vehicles subsequently became disabled after encountering debris. On the southbound side, another vehicle and an 18-wheel truck drove over the downed wires, causing electrical arcing and fire.

Filep was one of the motorists affected by the original crash. He and others called 911. East Brunswick officers were dispatched to the scene with information that there had been a crash and that electrical wires were down.

Ngai was on duty, in uniform and driving a marked East Brunswick police vehicle. Because of his location when he received the emergency call, he approached the incident traveling northbound on Route 18. He arrived in the area approximately five minutes after the initial collision.

At that time, Filep was standing in the left northbound lane near the concrete median. Investigators reported that he was wearing a black shirt and black shorts and that this portion of Route 18 was not illuminated by streetlights. An active electrical fire was burning on the opposite side of the highway.

Ngai's police vehicle first struck a wooden utility pole that had been knocked into the roadway during the original crash. His vehicle then struck Filep before continuing into one of the vehicles disabled by the earlier collision.

Emergency personnel rendered medical aid to Filep and transported him by ambulance to Robert Wood Johnson University Hospital. He was pronounced dead at 4:13 a.m.

The New Jersey Attorney General's Office of Public Integrity and Accountability assumed the investigation because Filep's death resulted from an encounter with an on-duty law-enforcement officer. Investigators collected and reviewed witness statements, video from a nearby business, citizen dash-camera footage, the event-data recorder from Ngai's police vehicle, multiple 911 calls, police radio transmissions and Filep's autopsy findings.

On 07/31/2021, Jal Police Officer Corey Patrick Saffell stopped Hector Mario Nava Jr. after observing him driving at night without his headlights on. Saffell alleged that Nava provided false identification, and Officers Ceasar Enrique Mendoza and Robert Edward Embly responded to assist with the arrest. The underlying allegations against Nava were nonviolent and stemmed from a routine traffic stop.
Federal prosecutors later alleged that after Nava was handcuffed, officers attempted to force him into the small prisoner compartment of a K-9 patrol vehicle. When he had difficulty fitting inside the compartment, Mendoza deployed his Taser 13 times while Saffell repeatedly encouraged him to continue using it. After Nava was moved to another patrol vehicle, Mendoza deployed the Taser a 14th time.
Prosecutors alleged that by this point Nava was no longer posing a threat, was handcuffed throughout the encounter, and did not attempt to flee or assault the officers. After arriving at the Jal jail, officers dragged Nava's limp body into a holding cell and left him lying on the floor while showing signs of severe medical distress, including unconsciousness and loss of bladder control. Rather than immediately obtaining emergency medical care, officers delayed intervention until Nava stopped breathing.
The New Mexico Office of the Medical Investigator ruled Nava's cause of death to be acute methamphetamine toxicity. However, the federal government argued that the officers' repeated use of a Taser and their failure to obtain prompt medical care constituted unreasonable force and deliberate indifference to a serious medical need. Prosecutors argued that regardless of the medical examiner's findings, officers had a constitutional duty to recognize Nava's obvious medical emergency and summon treatment instead of continuing to use force and leaving him without aid.
The case resulted in rare federal civil rights prosecutions against the officers. Corey Patrick Saffell pleaded guilty in 2024 to unlawful arrest, failure to intervene, and deliberate indifference to Nava's serious medical needs. In 2025, a federal jury convicted Ceasar Enrique Mendoza and Robert Edward Embly of unreasonable force, failure to intervene, and deliberate indifference to Nava's serious medical needs.
