OPEN RECORDS SUMMARY :
REASON FOR CHASE: San Pablo Police Department officers attempted to stop Ivan Sandoval after an automated license-plate reader identified the vehicle he was driving as stolen. Sandoval fled from the attempted stop and officers pursued.
NARRATIVE:
On 02/16/2021, 25-year-old Ivan Sandoval was killed when a stolen vehicle he was driving crashed after a San Pablo Police Department pursuit in Contra Costa County.
At approximately 7:59 a.m., San Pablo police were conducting surveillance on an unoccupied stolen vehicle in the parking lot of a business at 2701 El Portal. The vehicle's license plate had been detected by the city's automated license-plate reader system, generating an alert to San Pablo police dispatchers.
Officers watched Sandoval leave the business, enter the vehicle and drive from the parking lot. Police followed the vehicle and attempted a traffic stop by activating their emergency lights. Sandoval continued driving. Officers then activated their sirens, and Sandoval accelerated away.
The pursuit continued north on San Pablo Avenue toward Richmond Parkway. As Sandoval approached the heavily traveled intersection of San Pablo Avenue and Richmond Parkway at high speed, San Pablo police determined that continuing the pursuit was unsafe and terminated it.
Sandoval continued accelerating north through the intersection. He lost control of the vehicle, entered an uncontrolled skid, crossed the center median and traveled into opposing traffic.
At San Pablo Avenue and Kay Road, Sandoval's vehicle collided with an oncoming vehicle. The impact split the stolen vehicle in half and ejected Sandoval. San Pablo police officers attempted CPR and other emergency medical treatment, but paramedics pronounced him dead at the scene.
The driver of the uninvolved vehicle survived the collision.
The Contra Costa County Law Enforcement Involved Fatal Incident protocol was activated following Sandoval's death. Investigators from the Contra Costa County District Attorney's Office responded and conducted an independent criminal investigation. The Contra Costa County Sheriff's Office Forensics Division processed evidence from the scene, and the California Highway Patrol Multidisciplinary Accident Investigation Team investigated the collision.
The Contra Costa County District Attorney's investigation included interviews with the San Pablo officers involved in the pursuit, examination of physical evidence, review of the collision investigation and observation of Sandoval's autopsy. The coroner investigation was identified as case 21-1088.
The District Attorney's Office subsequently issued its final investigative report on Sandoval's death. The report documents the attempted stop, pursuit, police decision to terminate the pursuit because of Sandoval's speed and heavy traffic, and the fatal collision immediately afterward.
