REASON FOR CHASE: Bystander killed during pursuit of a 15-year-old driver whose vehicle was wanted in connection with a felony in Contra Costa County.

NARRATIVE:
On 01/16/2022, 37-year-old Reginald Hill was killed when his vehicle was struck by a vehicle being pursued by law enforcement at Martin Luther King Jr. Boulevard and Lincoln Street in Stockton. Hill was an uninvolved motorist. The San Joaquin County Coroner's Office subsequently identified him.

At approximately 10:20 a.m., San Joaquin County sheriff's deputies were attempting to apprehend a vehicle wanted in connection with a felony in Contra Costa County. Police said the vehicle was traveling erratically and at high speed while heading east on Charter Way.

A Stockton Police Department officer observed the vehicle and engaged it to assist the San Joaquin County Sheriff's Office. Shortly afterward, the pursued vehicle collided with Hill's uninvolved vehicle at Martin Luther King Jr. Boulevard and Lincoln Street.

Emergency medical personnel responded to the intersection, but Hill suffered fatal injuries and was pronounced dead at the scene. Video from the aftermath showed one of the vehicles overturned and both vehicles with substantial collision damage.

The pursued driver was a 15-year-old juvenile. He was injured in the collision, transported to a hospital, and subsequently booked into San Joaquin County Juvenile Hall on an allegation of vehicular manslaughter.

The fatal incident prompted a multi-agency critical-incident investigation involving the San Joaquin County District Attorney's Office, Stockton Police Department, San Joaquin County Sheriff's Office, San Joaquin County Medical Examiner and California Highway Patrol.
