REASON FOR CHASE: Passenger killed after a Tucson Police Department officer attempted to stop the Chrysler 300 in which Oloya was riding after the driver ran a red light at South 12th Avenue and West Irvington Road. The driver continued away from police and entered a nearby residential neighborhood.

NARRATIVE:
On 02/01/2022, 18-year-old Immanuel Ojok Oloya was killed when the car in which he was riding crashed into a wall after a Tucson Police Department officer attempted to stop the driver in south Tucson. The fatal crash occurred shortly before 9:30 p.m. in the 5400 block of South Alaska Drive.

A Tucson Police Department Operations Division South officer observed a red and gray 2005 Chrysler 300 driven by 19-year-old Jose Luis Chavez run a red light at South 12th Avenue and West Irvington Road. The officer attempted to conduct a traffic stop, but Chavez continued driving and entered a nearby residential neighborhood. The officer subsequently lost sight of the Chrysler.

Chavez continued driving at high speed through the neighborhood before losing control of the Chrysler in the 5400 block of South Alaska Drive and crashing into a wall. Crash data records the fatal collision at approximately 9:18 p.m. and indicates that three people were inside the vehicle.

After the collision, Chavez and another passenger got out of the Chrysler and ran from the scene. Police located Chavez in a nearby alley and detained him. The other passenger who left the vehicle was not immediately located.

Responding officers found Oloya inside the wrecked Chrysler. Tucson Fire Department personnel attempted to save him, but he was pronounced dead at the scene. Police subsequently notified his family and publicly identified him.

Police said none of the occupants was wearing a seat belt. Investigators determined that excessive speed and Chavez's failure to stop for a stop sign were major contributing factors in the fatal collision. Police said Chavez was not impaired.

Chavez was booked into the Pima County Jail on a charge of leaving the scene of a fatal collision.

Oloya was a quadruple amputee who had previously received national attention following a September 2019 encounter with a Pima County sheriff's deputy at a Tucson group home, when Oloya was 15. Cellphone video showed the deputy tackling and restraining Oloya after an argument involving another youth at the home. The incident generated national news coverage, and prosecutors subsequently dismissed a disorderly-conduct charge against Oloya after reviewing the video.

Oloya was originally from Uganda and had lost portions of all four limbs. News coverage of the 2019 incident included authenticated photographs and video images of him, providing a reliable photographic identification approximately two and a half years before his death.
